MINUTES <br />CITY COUNCIL <br />APRIL 9, 2025 <br />The foregoing resolution was duly seconded by Gutierrez. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />RESOLUTION OF SUPPORT FOR THE EQUAL ACCESS TO BROADBAND ACT <br />The Acting City Administrator explained that the next item is related to the Equal Access for <br />Broadband Act. She stated that NineNorth has requested this letter of support and provided additional <br />explanation on the request. <br />Miller stated that he has heard a lot on this topic during the past two years as a member, and current <br />Chair, of the NineNorth Cable Commission and provided a brief background. <br />Miller introduced the following resolution and moved its adoption: <br />RESOLUTIONNO. 2025-4-60 —SUPPORTING HF 974ISF 2045, THE EQUAL ACCESS <br />TO BROADBAND ACT <br />The foregoing resolution was duly seconded by Gutierrez. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />RESOLUTION OF SUPPORT FOR EXPANDING THE RAMSEY COUNTY HOUSING <br />REDEVELOPMENT AUTHORITY (HRA) TO INCLUDE ECONOMIC DEVELOPMENT <br />AGENCY (EDA) POWERS <br />The Acting City Administrator stated that the last request would expand the Ramsey County HRA to <br />include EDA powers. She stated that this request was received from Ramsey County and provided a <br />brief background on the request. She confirmed that this would not result in a change to the HRA <br />levy, and language was included in the draft resolution that specifies that the City would not support <br />additional taxing authority. <br />Mayor Fischer commented that Ramsey County was very proactive over this past year to hold Zoom <br />meetings on this topic. He noted that a lot of concern was expressed with the potential authority for an <br />additional levy and was pleased to see that Ramsey County stepped back from that additional <br />authority. <br />Miller commented that he was also happy to see that Ramsey County would not be stepping back from <br />what they are doing in the area of housing. <br />Malone asked if this would be annually approved or whether the authority would be delegated in <br />perpetuity. The Acting City Administrator explained that because this would be an act of the <br />legislature, it would be in perpetuity or until a similar request is made to the legislature to change it. <br />Kwapick stated that he originally had concerns with this request and reached out to the County <br />himself. He noted that he was reassured that this would not take funding away from the housing <br />efforts. He explained that this would allow the HRA to act as an EDA as well. <br />5 <br />
