MINUTES <br />CITY COUNCIL <br />OCTOBER 26, 1994 <br />PROHIBITED came up when a school bus was being used as a mobile <br />SIGNS sign. <br />There was no one from the general public present <br />wishinq to comment on this matter. <br />Upon motion by Morelan, seconded by Scalze, the public <br />hearing was closed. <br />Mr. Morelan introduced the following ordinance and <br />moved its adoption: <br />ORDINANCE NO. 390 - AN ORDINANCE AMENDING THE MUNICIPAL <br />CODE OF THE CITY OF LITTLE CANADA, SECTION 903.110, <br />REGARDING TEMPORARY OFF-SITE SIGNS AS PROHIBITED SIGNS <br />The foregoing ordinance was duly seconded by Scalze. <br />Ayes (5) Morelan, Scalze, Hanson, Pedersen, LaValle. <br />Nays (0). Ordinance declared adopted. <br />RECESS At this point in the meeting, 8:30 P.M., Council took a <br />short recess. The meeting was reconvened at 8:40 P.M. <br />RICE 5TREET Mr. Gary Collyard appeared before the Council to inform <br />GATEWAY them of his plans to present a preliminary development <br />PROJECT agreement to the City for the Rice Street gateway <br />project by November 20, 1994. Collyard reported that <br />some of the planning for the project had changed since <br />he previously addressed the Council due to TCF and the <br />litigation that surrounds them. Collyard felt that 30 <br />days after litigation is rendered, or approximately 90 <br />days after November 2oth, he would have 75% of the <br />project leased. <br />Collyard reported some of the specifics of the project. <br />These include an agreement with a developer of senior <br />housing, an agreement with a hotel developer for a 65- <br />unit hotel component with a national restaurant on the <br />site where the bank currently sits, plans to relocate <br />the bank to the north corner of Little Canada Road and <br />Rice Street. Collyard reported that he viewed Rice <br />Street and Little Canada Road as the City's gateway. <br />The project includes plans for a restaurant on this <br />north corner with other facilities surrounding it. The <br />south corner would include a 28,000 square foot grocery <br />store with and additional 10,000 square feet of <br />14 <br />
