MINUTES <br />CITY COiJNCIL <br />NOVEMBER 9, 1994 <br />years may be risky, and agreed that there may be the <br />need for these funds for future infrastructure <br />improvements. <br />The Administrator reviewed 604, Water & Sewer Capital <br />Replacement Fund. The Administrator pointed out the <br />need to do an inflow and infiltration study given sewer <br />rate increases over the last five years, as well as the <br />need to televise the City's sewer system. The Council <br />may also want to consider some leak detection analysis <br />within our water system. <br />The Administrator reviewed 804 Fund, 3% Fund. The <br />Administrator pointed out that a large expense involves <br />the Mover's Warehouse lawsuit. He mentioned the City <br />will be getting a dividend from the League of Minnesota <br />Cities Insurance Trust. The Mover's warehouse lawsuit <br />claim will negatively impact that distribution, given <br />that dividends are based on experience. The <br />Administrator suggested that he ask the League to <br />calculate the effect the lawsuit has on the City's <br />dividend, and then reimburse that amount from the 3% <br />Fund. <br />Morelan agreed provided that this was allowed under <br />State Statute. <br />The Administrator reported that the City Attorney <br />thought it would be allowed, but suggested that he <br />check into it further. <br />The Administrator suggested the need for one more <br />Budget workshop prior to the November 30th Truth In <br />Taxation Hearing. In preparation for that workshop, <br />General Fund revisions will be made to the Budget <br />document, as well as update of building permit <br />revenues, the Closed Bond Fund, and infrastructure <br />issues. <br />Scalze asked when a decision would be made on the <br />monument sign. <br />The Administrator replied that the Council will make <br />that decision when the 10% Fund is discussed. <br />It was the consensus of the Council to continue the <br />Budget workshop to Tuesday, November 29th at 7 P.M. <br />12 <br />
