MINUTES CITY COiJNCIL NOVEMBER 9, 1994 years may be risky, and agreed that there may be the need for these funds for future infrastructure improvements. The Administrator reviewed 604, Water & Sewer Capital Replacement Fund. The Administrator pointed out the need to do an inflow and infiltration study given sewer rate increases over the last five years, as well as the need to televise the City's sewer system. The Council may also want to consider some leak detection analysis within our water system. The Administrator reviewed 804 Fund, 3% Fund. The Administrator pointed out that a large expense involves the Mover's Warehouse lawsuit. He mentioned the City will be getting a dividend from the League of Minnesota Cities Insurance Trust. The Mover's warehouse lawsuit claim will negatively impact that distribution, given that dividends are based on experience. The Administrator suggested that he ask the League to calculate the effect the lawsuit has on the City's dividend, and then reimburse that amount from the 3% Fund. Morelan agreed provided that this was allowed under State Statute. The Administrator reported that the City Attorney thought it would be allowed, but suggested that he check into it further. The Administrator suggested the need for one more Budget workshop prior to the November 30th Truth In Taxation Hearing. In preparation for that workshop, General Fund revisions will be made to the Budget document, as well as update of building permit revenues, the Closed Bond Fund, and infrastructure issues. Scalze asked when a decision would be made on the monument sign. The Administrator replied that the Council will make that decision when the 10% Fund is discussed.
