MINUTE5 <br />CITY COUNCIL <br />NOVEPtBER 30, 1994 <br />Debt consists of 30%, and Capital Improvements about <br />5%. The Administrator noted that 1994 was the first <br />year that the City levied for capital improvements. At <br />that time, the City refinanced some debt and the <br />savings were applied to capital improvements for the <br />next four years. In 1998 and 1999 the debt levy <br />increases, and capital improvements will not be part of <br />the levy in those years. In the year 2000 the City's <br />debt levy drops dramatically and is entirely gone by <br />2003. At that point the City has the opportunity to do <br />some long-term capital improvement planning to avoid <br />the issuance of future debt, as well as the opportunity <br />to make some property tax reductions. <br />The Administrator reported that for 1995, a plan was <br />developed to reduce the City's debt levy by <br />approximately $20,000 per year over a five year period. <br />This is being done to reduce taxes and has helped the <br />City achieve a 0% net levy for 1995. <br />The Administrator reported that the largest portion of <br />the levy is General Fund expenditures. The <br />Administrator presented a graph comparing the <br />components of the General Fund from 1991 through 1995. <br />The components of the General Fund include Public <br />Safety, General Government, Public Works, Community <br />Service, Other, and Transfers. In 1995 there is an <br />approximately 5 1/2% increase over 1994 General Fund <br />expenses, the biggest increase in Public Safety. The <br />Administrator reported that police protection costs are <br />increasing by approximately $50,000 in 1995. One <br />factor for this includes the addition of another patrol <br />officer during evenings. An increase is also shown in <br />Public Works, but this is due to the transfer of costs <br />which had previously been posted to the Water and Sewer <br />Funds and more appropriately belong in Public Works. <br />One resident asked if sidewalks were considered a <br />public safety item. <br />The City Administrator reported that there are plans in <br />1995 for some sidewalk and trail improvements along <br />County Road C and Jackson Street. These are considered <br />to be oapital improvements. <br />Howard Steele asked about street and curbing costs. <br />The Administrator reported that the City's share of <br />4 <br />
