MINUTES <br />CITY COUNCIL <br />NOVEFIBER 30, 1994 <br />year 2003. <br />The resident suggested that lack of industry affects <br />the City~s taxes. <br />The Administrator felt that the City had a good mix of <br />residential and commercial/industrial properties. <br />However, we do not have a large shopping mall like the <br />Cities of Roseville and Maplewood do. It was pointed <br />out that Maplewood also has 3M which is a large <br />taxpayer. <br />Morelan pointed out that when Little Canada ranked #1 <br />in the Citizens League study, Roseville was #5 or #6, <br />and only a few dollars separated the two. <br />The Administrator pointed out that Little Canada ranked <br />#5 this year, but a change in sales ratio could put <br />Little Canada back up to the #1 spot even though the <br />City is not increasing its net tax levy by one dollar. <br />Hanson pointed out the large amount of housing stock <br />which was developed in the City over the past 20 years. <br />This has had an impact on the City's sales ratio. <br />Also, the reduction in the commercial/industrial tax <br />base has shifted property taxes to residential <br />properties. The Legislature also passed more of the <br />tax burden to school districts and cities since they <br />receive less aid from the State. The City is complying <br />with the Law and informing citizens how the City's <br />taxes are arrived at to the best of our ability. The <br />City Council has attempted to level off debt and to <br />provide the best services to its citizens at the most <br />reasonable cost possible. <br />A resident pointed out that public safety costs are <br />continually increasing. <br />The Administrator pointed out that Little Canada <br />contracts with Ramsey County Sheriff's Department for <br />police protection. The contracting cities meet with <br />the Sheriff's Department on a monthly basis to discuss <br />policing needs. Policing costs are increasing in 1995 <br />for several reasons. One is that it has been <br />determined that there is the need for an additional <br />patrol officer in the evenings, and in 1996 another <br />officer will be added. Additional efforts will be made <br />in the area of crime prevention in the future. The <br />7 <br />
