MINUTES <br />CITY COUNCIL <br />DECEI~'lBER 21, 1994 <br />in the City, there was not a lot of uniformity in the <br />platting process. Mr. Tima is looking for a fair and <br />equitable solution so that he can develop his property. <br />Hanson noted the letter that was received from the <br />School District regarding the connection of Australian <br />and Bluwood. <br />The City Administrator reviewed the letter from the <br />School District notinq that they prefer the connection <br />of Australian and Bluwood versus improved cul-de-sacs <br />since it provides easier access for school buses. <br />Scalze noted that if this were a new development, the <br />City would require 50 feet of right-of-way for a street <br />plus a 60 foot radius on a cul-de-sac. <br />The Administrator agreed and pointed out that the <br />minimum paved width would be 28 feet for the street and <br />45 feet for the cul-de-sac. <br />Scalze noted that the 40 feet of street right-of-way on <br />Australian was not typical, and was a unique situation <br />that the Council must look at. Scalze noted that one <br />of the options that the City Engineer has suggested a <br />30 foot paved cul-de-sac width with 5 additional feet <br />for snow storage. <br />The Administrator stated that in the Australian/Bluwood <br />area the rational for connecting the two streets via <br />improving Jackson Street with a 40 foot right-of-way <br />could be borne out given that the Australian right-of- <br />way is only 40 feet. <br />Scalze pointed out that the decision on whether to <br />connect Australian and Bluwood via Jackson Street or to <br />improve the cul-de-sacs at the end of Australian and <br />Bluwood is not an easy one. Scalze noted that when the <br />property owners in the area purchased their lots, the <br />Jackson Street right-of-way existed. Also, to improve <br />cul-de-sacs would require the acquisition of additional <br />easement. Scalze felt that if cul-de-sacs were <br />improved, they should be placed so that the effect on <br />the properties at the end of the streets is equal. <br />Also, assessment of the cost of improving the cul-de- <br />sacs should be no greater to Mr. Tima than to any of <br />the other property owners affected because the cul-de- <br />sacs should exist regardless of whether or not Mr. Tima <br />wants to develop his property.
