MINUTES OF THE WORKSHOP MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />FEBRUARY 8, 1995 <br />Pursuant to due call and notice thereof a workshop <br />meeting of the Council of the City of Little Canada, <br />Minnesota was held on the 8th day of February, 1995 in <br />the Council Chambers of the City Center located at 515 <br />Little Canada Road in said City. <br />Mayor Michael Fahey chaired and called the meeting to <br />order at 6:00 P.M. and the following members of the <br />Council were present at roll call: <br />MEMBERS PRESENT: Mayor Mr. Michael I. The City Administrator <br />reported that in putting together the policy, staff <br />looked at the policies of a lot of other cities as well <br />as used the City's existing Personnel Ordinance. The <br />City Attorney's office has reviewed the draft. City <br />employees have reviewed and commented on the proposal, <br />and were invited to attend this evening's workshop. <br />Fahey suggested that the policy contain a statement <br />indicating that employees of department-head level, <br />management or supervisory are employees-at-will; that <br />the Personnel Policy does not create a contract of <br />employment; and that disciplinary action does not apply <br />to employees who are not subject to the Fair Labor <br />Standards Act. Fahey suggested that the City Attorney <br />be asked to provide a firmer declaration that employees <br />
