MINUTES <br />CITY COUNCIL <br />MARCH 6, 1995 <br />the Council what is best for the City. Schroeder <br />reported that he has told many city councils that a <br />project would be better if a certain piece of property <br />was acquired and included in the project. Schroeder <br />replied that it would be their job to tell the Council <br />what is good for the City. <br />Fifield pointed out that condemnation is not the only <br />way. The development guide could include a <br />recommendation for acquisition of properties as they <br />become available over the long-term. <br />Morelan asked if along with identifying the assets of <br />various business uses, if the development guide would <br />also identify the liabilities. That is, the demand on <br />City services such as police and fire protection. <br />Fifield stated that he has not proposed to do that, <br />however, those questions could be answered to a degree. <br />Fahey asked what can be done to influence the cost of <br />the proposal up or down. <br />Fifield replied that the cost would depend on the <br />number of ineetings as well as the specific tasks and <br />focus of the project. <br />Knudsen pointed out that the Comprehensive Plan is not <br />completed and there seems to be some redundancy between <br />the two. Knudsen asked if the two projects can be <br />incorporated. <br />Fahey pointed out that the City has a development <br />moratorium in the B-3 Districts which runs until the <br />end of the year. <br />Fifield stated that he does not have a good <br />understanding of what has been generated thus far on <br />the Comp Plan update. <br />Knudsen felt that the Comp Plan update included a lot <br />of the information that Fifield is talking about. <br />Knudsen felt that there must be a way to combine the <br />two projects to give the City some efficiencies. <br />Fifield pointed out that once the specific tasks have <br />been decided upon, they will be assigned hours and the <br />City charged on an hourly basis.
