MINUTES CITY COUNCIL MARCH 6, 1995 the Council what is best for the City. Schroeder reported that he has told many city councils that a project would be better if a certain piece of property was acquired and included in the project. Schroeder replied that it would be their job to tell the Council what is good for the City. Fifield pointed out that condemnation is not the only way. The development guide could include a recommendation for acquisition of properties as they become available over the long-term. Morelan asked if along with identifying the assets of various business uses, if the development guide would also identify the liabilities. That is, the demand on City services such as police and fire protection. Fifield stated that he has not proposed to do that, however, those questions could be answered to a degree. Fahey asked what can be done to influence the cost of the proposal up or down. Fifield replied that the cost would depend on the number of ineetings as well as the specific tasks and focus of the project. Knudsen pointed out that the Comprehensive Plan is not completed and there seems to be some redundancy between the two. Knudsen asked if the two projects can be incorporated. Fahey pointed out that the City has a development moratorium in the B-3 Districts which runs until the end of the year. Fifield stated that he does not have a good understanding of what has been generated thus far on the Comp Plan update. Knudsen felt that the Comp Plan update included a lot of the information that Fifield is talking about. Knudsen felt that there must be a way to combine the two projects to give the City some efficiencies.
