MINUTES <br />CITY COUNCIL <br />MARCH 8, 1995 <br />the City, but Collyard is free to work with that group <br />if he chooses to. <br />Morelan did not believe that the consultants' should be <br />spending City money discussing projects at length with <br />The Venetian Development Corporation. There may be a <br />time when that should happen, but Morelan felt that <br />this was not the time. The City needs to take a step <br />back and look at the concept with a fresh outlook. <br />Morelan stated that he did not want the process biased <br />with any existing plans. <br />Pedersen pointed out that the consultants would be <br />putting together a plan for all of Rice Street and the <br />Little Canada Road area. Once that plan is completed, <br />segments will develop as the market dictates. The <br />consultants will plan the look of the whole corridor so <br />that future development will occur in a prescribed <br />manner. <br />Fahey stated that if The Venetian Development <br />Corporation is interested in a hotel/restaurant <br />development, there would be nothing to preclude them <br />from assembling the site and working on a proposal. <br />Fahey stated that he would not rule out anything at <br />this point. It could be that the Market Place Shopping <br />Center will stay, and the City will have the ability to <br />use its TIF dollars in other areas of the project. <br />Scalze agreed that there are things that Collyard could <br />be doing. Scalze stated that what troubles her is the <br />discussion of taking out the Market Place Shopping <br />Center in order to develop senior cottages as well as <br />the development of a fast-food restaurant in front of <br />the strip mall. Scalze pointed out that she would like <br />to see a plan based in reality, one that is developed <br />by the consultants working with the City. Scalze <br />stated that from what she has seen, it is not always <br />necessary to tear down to make a project more <br />favorable. Scalze felt that a good tenant on the south <br />side will make the Market Place Shopping Center <br />succeed. <br />Collyard reported that they will go forward with <br />development plans and continue to contribute as best <br />they can. Collyard stated that they have not optioned <br />any properties on the direction that they have been <br />given. They are tried to respond to what the City has <br />21 <br />
