MINUTES OF THE WORKSHOP MEETING CITY COUNCIL LITTLE CANADA, MINNESOTA JULY 12, 1995 Pursuant to due call and notice thereof a workshop meeting of the Council of the City of Little Canada, Minnesota was held on the 12th day of July, 1995 in the Council Chambers of the City Center located at 515 Little Canada Road in said City. Mayor Michael Fahey chaired and called the meeting to order at 6:42 P.M. and the following members of the Council were present at roll call: MEMBERS PRESENT: Mayor Mr. Michael Fahey Council Member Mr. Jim LaValle Council Member Mr. Steve Morelan Council Member Mrs. Beverly Scalze MEMBERS ABSENT: Council Member Mr. Bob Pedersen ALSO PRESENT: City Admin. Mr. Joel Iianson Auditor Mr. Mark Gibbs Accountant Mrs. Julie Manville-Camp Admin. Asst. Mrs. Kathy Glanzer The purpose of this workshop is to receive the 1994 Annual Financial Report and Management Report and Recommendations. Mark Gibbs, City Auditor from the firm of Tautges, Redpath & Co., Ltd. presented the reports. In reviewing the Annual Financial Report, Gibbs pointed out the following achievements of the City in 1993 and 1994: *Expanded the internal accounting expertise of the City; *Expanded City staff involvement to analyze, review, adjust and close the City's internal accounting records; *Expanded the City's budget process to include long- term Capital Improvement budgets for major capital programs financed by general revenues; *Expanded the use of in-house personal computers for budgeting, accounting and monitoring the City's financial accounting systems; *Advance refunded three high-interest bond issues to reduce interest and future debt service tax levies; *Prepared in-house debt service study analysis of the City~s Debt Service Funds; *Implemented a new computer accounting system in 1995. 1
