MINUTES OF THE WORKSHOP MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />JULY 12, 1995 <br />Pursuant to due call and notice thereof a workshop <br />meeting of the Council of the City of Little Canada, <br />Minnesota was held on the 12th day of July, 1995 in the <br />Council Chambers of the City Center located at 515 <br />Little Canada Road in said City. <br />Mayor Michael Fahey chaired and called the meeting to <br />order at 6:42 P.M. and the following members of the <br />Council were present at roll call: <br />MEMBERS PRESENT: Mayor Mr. Michael Fahey <br />Council Member Mr. Jim LaValle <br />Council Member Mr. Steve Morelan <br />Council Member Mrs. Beverly Scalze <br />MEMBERS ABSENT: Council Member Mr. Bob Pedersen <br />ALSO PRESENT: City Admin. Mr. Joel Iianson <br />Auditor Mr. Mark Gibbs <br />Accountant Mrs. Julie Manville-Camp <br />Admin. Asst. Mrs. Kathy Glanzer <br />The purpose of this workshop is to receive the 1994 <br />Annual Financial Report and Management Report and <br />Recommendations. Mark Gibbs, City Auditor from the <br />firm of Tautges, Redpath & Co., Ltd. presented the <br />reports. <br />In reviewing the Annual Financial Report, Gibbs pointed <br />out the following achievements of the City in 1993 and <br />1994: <br />*Expanded the internal accounting expertise of the <br />City; <br />*Expanded City staff involvement to analyze, review, <br />adjust and close the City's internal accounting <br />records; <br />*Expanded the City's budget process to include long- <br />term Capital Improvement budgets for major capital <br />programs financed by general revenues; <br />*Expanded the use of in-house personal computers for <br />budgeting, accounting and monitoring the City's <br />financial accounting systems; <br />*Advance refunded three high-interest bond issues to <br />reduce interest and future debt service tax levies; <br />*Prepared in-house debt service study analysis of the <br />City~s Debt Service Funds; <br />*Implemented a new computer accounting system in 1995. <br />1 <br />
