MINUTES <br />CITY COUNCIL <br />JULY 19, 1995 <br />proposal would be to tear down these existing <br />buildings. <br />Schroeder replied that the plan extends out 20 years <br />into the future. There will be opportunities for <br />redevelopment to occur along Rice Street and Little <br />Canada Road, and they are looking long-term to phase in <br />these development patterns. Schroeder stated that the <br />plan will focus the City's redevelopment efforts over <br />the long-term. <br />Schroeder then presented some redevelopment concepts. <br />The first is identified as Concept A- The Gateway. In <br />this plan just north of Iona Lane and just south of <br />Market Drive, the streetscape changes. Buildings <br />approach the streets. There is the feel of approaching <br />a downtown area. That feeling extends down Little <br />Canada Road. Buildings are oriented toward the streets <br />and parkinq occurs in the interior of the lots. <br />Buildings would have two fronts - one facing the <br />street, the other the parking lot. Gateways are <br />created at key intersections. There are some public <br />spaces. Development strongly orients toward the <br />streets. A portion of the Market Place Shopping Center <br />is no longer there and perhaps that area is targeted <br />for residential use. <br />Concept B- Squares was presented. Streets leading off <br />Rice Street and Little Canada Road are key streets into <br />the area. Middle Street becomes a primary connector. <br />Public squares become identity elements. The area is <br />much more oriented to pedestrians. There is a suburban <br />look to the area from the Rice Street side. The area <br />is a series of blocks that form a downtown. <br />Concept C- Greenways was presented. This concept <br />incorporates storm water run-off ponds as an amenity <br />for the community. Development is oriented to the <br />internal greenway system. Buildings are organized <br />toward courtyards. Streets are auto-oriented while <br />pedestrians are oriented internally. <br />Schroeder reported that as they work on the market <br />research aspect, there will be a determination made for <br />how much residential development should be included in <br />the plan. There will also be discussions with Ramsey <br />County on the implication of the turnback of Little <br />Canada Road to the City as well as the reconstruction <br />of Rice Street. Work is also being done on the <br />financial component to determine to what degree the <br />City can be a leader in the project. <br />4 <br />
