MINUTES <br />CITY COUNCIL <br />NLY 19, 1995 <br />Bujold stated that a lot depends on the types of <br />businesses located around the square. Businesses which <br />rely on convenient access or drive-by access will not <br />want to be located on a square. <br />Mary Alden pointed out that the businesses would have <br />two fronts. Therefore, access could be via a square or <br />drive-up. Alden asked where dumpsters would be located <br />and where deliveries made. <br />Schroeder replied that dumpsters would be hidden. <br />Deliveries can be scheduled during off-peak hours or <br />can happen at the front doors of buildings. <br />Vitale asked what the square footage of buildings are <br />as shown in the Greenway plan. <br />Schroeder replied that buildings are in the 16,000 to <br />18,000 square foot range as well as 25,000 to 30,000. <br />Schroeder stated that he did not want to propose a <br />large 130,000 square foot building, for example. It <br />would be better to redevelop the area on an incremental <br />basis, beginning construction on a new building when <br />the first one fills up. Buildings shown in Concept A <br />are larger, but could be constructed in phases. <br />Joe Vitale asked about TIF assistance if the <br />redevelopment is to occur over a 20-year period. <br />Steven Afelbacher of Ehlers & Associates replied that <br />redeveloping over time will have an effect on TIF <br />assistance. The TIF District is a redevelopment <br />district which has a life of 25 years. It was created <br />in 1993. <br />Schroeder stated that his goal this evening is to take <br />comments on the three concepts and try to narrow down <br />the focus to the best pattern. This is likely a <br />combination of elements from all three concepts. <br />Fahey stated he liked the buildings close to Rice <br />Street as shown in Concept A. Fahey asked if Shroeder <br />had examples of where this has been effective. <br />Schroeder pointed out that traditional downtowns such <br />as White Bear Lake or Wayzata are good examples of <br />this. There would be sidewalks in front of the <br />buildings. <br />Fahey suggested a combination of Concepts A and B was <br />preferable. Fahey felt that Concept C appeared <br />disjointed. <br />6 <br />
