MINUTES
CITY COUNCIL
AUGUST 15, 1995
may be disagreement, however, the guide will become an
anchor about what the future for the area should be.
Schroeder reported then listed the guiding principles
which were developed. These are:
*A good place to do business;
*An identity which reflects the place;
*Nodes of development;
*Create a center for community;
*Define the edge;
*Gear toward second stories - not sprawl;
*A walkable environment;
*Connections to the Community;
*City Government is an active partner in the vision;
*Quality buildings and sites.
Schroeder then read the draft vision statement, which
is as follows:
The vision for the Rice Street/Little Canada
Road area of Little Canada is for it to solidify
as the community focus of commerce, culture, and
social interaction. We expect the Rice Street/
Little Canada Road area to meet the commercial
needs of the community. We look forward to the
time when it becomes the nucleus of Little
Canada's community life.
We envision the Rice Street/Little Canada Road
area to be a bustling and pleasant destination
for community residents and visitors. We
envision the built environment (buildings,
streets and open space) to have a unified
and high quality character and a clear and
memorable identity. We envision the area
becominq as convenient for pedestrians as it
is for automobiles. Our vision includes
acknowledging and drawing meaning from the
natural environment and, where possible, weaving
ecological systems through the built environment.
The Rice Street/Little Canada Road area will
become a stronq expression of community pride.
The area will be thought of as an enjoyable
place to shop, meet people, work and spend time.
Schroeder reported that the next step is that the
consultants looked at development patterns in the area.
Three patterns were identified and were illustrated.
These include the potential for the north and south
ends of the Rice Street corridor serving as a gateway
5
