MINUTES <br />CITY COUNCIL <br />AUGUST 15, 1995 <br />*Land Use Regulations; <br />*Architectural Design Standards; <br />*Creation of a street system that promotes development <br />objectives and pedestrian movement into the area; <br />*Aesthetic enhancements into the street system; <br />*Purchase of land may be required; <br />*Relocation of businesses within the area, outside of <br />the area, and into the area; <br />*Creation of a public square and providing additional <br />green space; <br />*Preparation of sites for development; <br />*Provide loans for businesses; <br />*Critical parcels may need to be acquired through <br />condemnation; <br />*Ability to bring additional housing into the area; <br />*Create a marketing plan; <br />*SOlicit proposals from developers; <br />*Creation an organization whose responsibility is the <br />implementation of this guide. <br />Fifield pointed out that a number of these options <br />include a commitment of resources in order to make them <br />happen. Fifield suggested that the City would first <br />look at resources related to the development, such as <br />Tax Increment Financing or contributions from the <br />developers to make things happen. There may be State <br />or Federal resources that are available. Fifield also <br />pointed out that should the City build public <br />improvements, special assessments would be an option <br />for funding the improvements. There is also the <br />possibility of establishing a special service district <br />where an additional property tax is collected to fund <br />these options. And finally, general property taxes is <br />an option. If the City works to build a strong <br />commercial area, the result will be a stronger tax base <br />which will benefit property owners over the long-run. <br />Fifield pointed out that drawings posted around the <br />room. Fifield instructed those present to write down <br />their comments and questions about the material <br />presented and post them on the applicable drawing. <br />A member of the audience requested that there be some <br />open debate about the options presented. Fahey agreed <br />since there are individuals present who prefer both <br />options. <br />At this point in the meeting, 8:12 P.M., a short recess <br />was taken in order to given people the opportunity to <br />make their written comments regarding the materials <br />presented this evening.
