MINU'PES <br />CITY COUNCIL <br />SEPTII'4BER 7, 1995 <br />RECESS At this point in the workshop, 9:23 P.M., Council took <br />a short recess. The meeting was reconvened at 9:30 <br />P.M. <br />The Administrator reported that based <br />discussion, $8,200 in reductions have <br />preliminary 1996 Budget. In order to <br />net levy increase, a total of $13,400 <br />must be made. The Administrator pointed out that <br />the Council has just reviewed the partial list of <br />expense cuts or revenue increases which could be made, <br />and there could be more items added to this list. <br />There may also be some other options available as the <br />numbers are more refined. The Administrator felt that <br />the 3.0% increase was attainable, but pointed out it <br />will take some work. <br />Fahey pointed out that last year the City certified a <br />preliminary budget with a 3.0% net levy increase. The <br />final budget ended up with a Oo net levy increase. <br />The Administrator pointed out that some unique things <br />were done last year to achieve the 0% increase. Some <br />options available to the City have long-term <br />consequences. <br />Fahey pointed out that the City has the option of using <br />reserves to achieve the 3% increase. <br />Morelan did not believe this was an option pointing out <br />that when those dollars are used they are lost and the <br />amount must be made up next year. <br />11 <br />
