MINUTES OF THE WORKSHOP MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />5EPTEMBER 27, 1995 <br />Pursuant to due call and notice thereof a workshop <br />meeting of the Council of the City of Little Canada, <br />Minnesota was held on the 27th day of September, 1995 <br />in the Council Chambers of the City Center located at <br />515 Little Canada Road in said City. <br />Mayor Michael Fahey chaired and called the meeting to <br />order at 6:00 P.M. and the following members of the <br />Council were present at roll oall: <br />MEMBERS PRESENT: Mayor Mr. Michael Fahey <br />Council Member Mr. Jim LaValle <br />Council Member Mr. Steve Morelan <br />Council Member Mr. Bob Pedersen <br />Council Member Mrs. Beverly Scalze <br />ALSO PRESENT: City Admin. Mr. Joel Hanson <br />City Attorney Mr. Tom Sweeney <br />City Planner Mr. Steve Grittman <br />Admin. Asst. Mrs. Kathy Glanzer <br />RICE STREET The purpose of tonight~s meeting is to review <br />STUDY implementation strategies for the Rice Street/Little <br />Canada Road Development Guide. <br />The City Administrator referred to the Acquisition <br />Guideline draft. He reported that the City Attorney is <br />recommending deletion of any references to <br />condemnation. <br />The City Attorney suggested that the condemnation <br />language in the guidelines could prohibit property <br />owners from waiving relocation rights. Therefore, he <br />recommended the deletion of these references, and that <br />no authority for condemnation be given to anyone at <br />this time. The Attorney pointed out that, if <br />necessary, the Council can always go back and amend the <br />guidelines to include condemnation language. <br />Morelan felt the guidelines will still reflect what the <br />City has been discussing all along. <br />Rusty Fifield, Ehlers and Associates, presented the <br />Council with the second draft of the Development Guide <br />for Rice Street/Little Canada Road. Fifield reported <br />that the redraft includes changes which came out of the <br />workshop process as well as additional financial <br />analysis information. Fifield asked the Council to <br />look over the redraft, submit final comments to the <br />
