MINUTES
CITY COUNCIL
SEPTEMBER 27, 1995
would be to let the developers come up with ideas.
Fahey pointed out that the City has a series of many
different proposals from a developer, none of which
were delivered within established time-tables. One of
the proposals included taking the Market Place out and
replacing it with senior housing. The City then hired
a consultant group to do an analysis for the
redevelopment area in order to obtain a broader view.
The City had decided to drive the issue, rather than
let one developer drive it. Fahey pointed out that
other reasons for the redevelopment of Rice
Street/Little Canada Road area include declining market
values.
Anderson did not believe the City would get an up-scale
area if rents are at the $5 level.
Fahey pointed out that the City is hoping redevelopment
of the Market Place will attract new construction to
the area. The City made the decision to move forward
and set the standards for development in the Rice
Street/Little Canada Road area. It will take some time
and thought. Fahey stated that he feels comfortable
having people on staff to assist in this process.
Morelan pointed out that the development of
architectural standards is an extension of the
Development Guide. Developers will be able to look at
these standards and determine the theme the City is
after for the area. Morelan noted that the City does
not want all the buildings in the area to look
identical, but wants a general theme for the area.
Anderson pointed out that the Saxon Lanes is not shown
on the redevelopment maps.
Fahey stated that he knows of no plan to take the
bowling alley out.
Anderson requested that his building be placed on the
plan.
Schroeder pointed out that the plan is a long-term
vision for the area.
At this point in the meeting, 7:31 P.M., the Council
adjourned so that it could go into regular session.
13
