MINUTES <br />CITY COUNCIL <br />SEPTEMBER 27, 1995 <br />would be to let the developers come up with ideas. <br />Fahey pointed out that the City has a series of many <br />different proposals from a developer, none of which <br />were delivered within established time-tables. One of <br />the proposals included taking the Market Place out and <br />replacing it with senior housing. The City then hired <br />a consultant group to do an analysis for the <br />redevelopment area in order to obtain a broader view. <br />The City had decided to drive the issue, rather than <br />let one developer drive it. Fahey pointed out that <br />other reasons for the redevelopment of Rice <br />Street/Little Canada Road area include declining market <br />values. <br />Anderson did not believe the City would get an up-scale <br />area if rents are at the $5 level. <br />Fahey pointed out that the City is hoping redevelopment <br />of the Market Place will attract new construction to <br />the area. The City made the decision to move forward <br />and set the standards for development in the Rice <br />Street/Little Canada Road area. It will take some time <br />and thought. Fahey stated that he feels comfortable <br />having people on staff to assist in this process. <br />Morelan pointed out that the development of <br />architectural standards is an extension of the <br />Development Guide. Developers will be able to look at <br />these standards and determine the theme the City is <br />after for the area. Morelan noted that the City does <br />not want all the buildings in the area to look <br />identical, but wants a general theme for the area. <br />Anderson pointed out that the Saxon Lanes is not shown <br />on the redevelopment maps. <br />Fahey stated that he knows of no plan to take the <br />bowling alley out. <br />Anderson requested that his building be placed on the <br />plan. <br />Schroeder pointed out that the plan is a long-term <br />vision for the area. <br />At this point in the meeting, 7:31 P.M., the Council <br />adjourned so that it could go into regular session. <br />13 <br />
