Under that <br />analysis the Venetian's fee would be $1,000 more than <br />Brady's with Council noting that Brady's may do more <br />liquor sales than the Venetian. Using an average of <br />Vadnais Height's fee schedule would result in a$4,300 <br />annual fee. <br />The City Administrator reported that staff is <br />recommending a flat fee per on-sale liquor <br />establishment due to ease of administration. Basing <br />the fee on square footage would be difficult. The <br />$4,000 fee recommended was arrived at by reviewing the <br />fees charged by other Ramsey County cities, and trying <br />to come up with an average of those fees. Staff is <br />recommending that the increase be phased in in $500 <br />increments over the next three years. The <br />Administrator noted that a public hearing must be held <br />prior to the increase of on-sale liquor license fees. <br />Staff is also recommending that the fee for Wine <br />Licenses be increased from $100 to $500, phased in in <br />$200 increments over the next two years. <br />It was the consensus of the Council to call for a <br />public hearing to consider the increase recommended by <br />City Staff. <br />The City Administrator reviewed his recommendation that <br />license fees associated with amusement vendors be <br />increased to $100 for up to 3 machines, and $50 per <br />machine above 3. The current fee is $100 for locations <br />with 4 or more machines. <br />LaValle stated that he had no problem with the increase <br />as proposed, noting that the license fee is paid by the <br />amusement vendor. <br />The City Administrator reported that an increase in the <br />fee will require an ordinance amendment. That <br />amendment should also provide for future increases to <br />be made by Council resolution. <br />LaValle suggested that stickers be issued per licensed <br />machine so that there can be enforcement of the <br />ordinance to ensure that businesses are complying with <br />licensinq requirements. <br />Council suggested that letters be sent to the <br />businesses with amusement devices explaining the <br />rational for the increase. <br />The City Administrator next reviewed the proposal to <br />make the Administrative Assistant position full-time. <br />4 <br />
