MINUTES OF THE SPECIAL MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />OCTOBER 24, 1995 <br />Pursuant to due call and notice thereof a special <br />meeting of the Council of the City of Little Canada, <br />Minnesota was held on the 24th day of October, 1995 in <br />the Council Chambers of the City Center located at 515 <br />Little Canada Road in said City. <br />Mayor Michael Fahey chaired and called the meeting to <br />order at 6:30 P.M. and the following members of the <br />Council were present at roll call: <br />MEMBERS PRESENT: Mayor Mr. Michael Fahey <br />Council Member Mr. Jim LaValle <br />Council Member Mr. Steve Morelan <br />Council Member Mr. Bob Pedersen <br />Council Member Mrs. Beverly Scalze <br /> ALSO PRESENT: City Admin. Mr. Joel Hanson <br /> City Engineer Mr. Jerry Bourdon <br /> City Engineer Mr. Paul Heuer <br /> Proj. Mgr. Mr. Harlen Olson <br /> City Attorney Mr. George Borer <br /> Admin. Asst. Mrs. Kathy Glanzer <br />IMP. NO. Mayor Fahey opened the public hearing to consider the <br />93-i1 - assessment roll for Improvement No. 93-11, Jackson/ <br />JACKSON/ Old County Road C/Lakeshore by full-depth reclamation, <br />OLD C/ concrete curb and gutter, and storm drainage <br />LAKESHORE facilities. Fahey reported that the City Engineer will <br /> begin with an overview of the project. Fahey also <br /> noted that representatives of the City Engineer's <br /> office will be available in the adjacent conference <br /> room to discuss specific project concerns with <br /> residents. These concerns will be added to the punch <br /> list of items that need to be completed. Following the <br /> Engineer~s comments, the City Administrator will review <br /> the assessment rate and assessment roll. Fahey noted <br /> that the City is in receipt of objections to the <br /> assessment from several property owners. Objections <br /> must be filed in writing this evening in order for <br /> property owners to preserve their right to contest the <br /> assessment in district court. These objections will be <br /> read and acted upon by the Council at the conclusion of <br /> the hearing. <br /> With regard to objections regarding the amount of the <br /> assessment, Fahey noted that the assessment is <br /> consistent with the City's assessment policy. That <br /> policy has be upheld once by the court and a case <br />1 <br />
