MINUTES <br />CITY COUNCIL <br />OCTOBER 25, 1995 <br />the process of developing architectural guidelines, a <br />workshop in December may be more feasible. <br />It was the consensus of the Council to schedule a <br />workshop on December 6, 1995 at 7 P.M. to discuss the <br />Rice Street RFP process. <br />Fahey asked Mr. Grootwassink about the progress he has <br />made in leasing the Market Place Shopping Center. <br />Grootwassink declined to comment given concerns he has <br />that Mr. Collyard is interfering with his leasing <br />negotiations. <br />Fahey asked Mr. Collyard if he was attempting to <br />interfere with the leasing of the Market Place Shopping <br />Center. <br />Collyard replied that he talked to one potential <br />lessee. <br />Fahey informed Collyard of his dis-satisfaction with <br />this situation. <br />STATEMENT The City Administrator reviewed the revised Statement <br />OF of Understanding, pointing out that entering into the <br />UNDERSTANDING revised agreement does not make everything final. <br />There are still options to both the City and developer <br />to pull out. The Administrator pointed out that the <br />purchase price of the Market Place has changed to $1.4 <br />million from what was set forth in the first agreement. <br />To offset the increased purchase price, the agreement <br />now provides for $300,000 for rehabilitation of the <br />center. Rehabilitation costs above $300,000 will be <br />borne by the developer. The agreement also provides <br />that work on the Market Place must be competitively <br />bid. This is a requirement of financing. Another <br />change is that any portion of the $300,000 not expended <br />must be applied against the outstanding loan balance. <br />Reference to Budget Power have also been deleted from <br />the agreement. The Administrator pointed out that as a <br />condition of the $200,000 expenditure, the developer is <br />being required to prepare a rendering which will serve <br />as the basis of understanding in the rehabilitation of <br />the Market Place. Also, the developer will make debt <br />service payments on the full loan amount even if the <br />City has not advanced those funds. Replacement <br />financing must be in place by December 31, 1998. <br />10 <br />
