The County has asked several <br />questions in their letter, none of which is a specific <br />concern about creation of the district. (The letter <br />was made part of the record.) <br />Fahey asked if there was anyone from the general public <br />present wishing to comment on this matter. There was <br />not. <br />Upon motion by LaValle, seconded by Morelan, the publio <br />hearing was closed. <br />LaValle asked if the City wanted to expand the <br />boundaries of the districts even further, if the <br />proposal would have to go back to the County and School <br />District for further review. <br />Fifield replied the City simply wanted to expand the <br />project area this evening, that could be done. <br />However, to expand the District to capture dollars and <br />spend dollars would require the entire process again. <br />Morelan suggested that if a redevelopment district gave <br />the City more options, why weren't all the districts <br />being labeled as such. <br />Fifield replied that this could be done. However, <br />District 3-2 would not be labeled as a redevelopment <br />district if it were not for the financing transaction <br />proposed with Mr. Grootwassink for the Market Place <br />Shopping Center. Briggs & Morgan feels more <br />comfortable under Housing and Redevelopment Chapter <br />469, and that follows under redevelopment authority <br />provisions. Fifield did not feel anything would be <br />gained in the other districts by making them <br />redevelopment districts. If circumstances change, <br />however, the status could be changed to redevelopment <br />districts. <br />Morelan pointed out that the trend has been for <br />declining property values in the Rice Street/Little <br />Canada Road area. Morelan asked given the trend, if <br />the City would be better off holding off on the <br />recertification. <br />Fifield felt the recertification should take place now <br />to take advantage of the pending building permit for <br />renovation of the Market Place Shopping Center. <br />Fifield stated that he could not assure the Council <br />that property values would not continue to drop. But <br />it is his hope that enactment of the Development Guide <br />will stop the trend and continue to move property <br />5 <br />
