MINUTES <br />CITY COUNCIL <br />NOVENIBER 8, 1995 <br />Fahey asked if the City agreed to the $18,000 <br />contribution, is that with the understanding that the <br />two $25 increases are not guaranteed and would still be <br />subject to review and approval by the Council for <br />appropriateness and competitiveness. <br />The Administrator replied that the intent is to have <br />those increases approved assuming the Schedules I and <br />II calculations support these within the framework <br />presented. If the numbers do not work, then the <br />Council or Fire Department can request that the issue <br />be revisited in four years. The Administrator pointed <br />out that if a larger benefit increase is possible, the <br />City can revisit the issue in four years, since the <br />City does not want to contribute dollars in excess of <br />what is needed to support the two $25 -$50 increases <br />proposed. <br />Fahey pointed out that the Council has before it a <br />request to increase the benefit level from $2,050 to <br />$2,100. Fahey asked if that benefit level is <br />competitive in the year 1997, would the City still be <br />obligated to approve an additional $25. <br />The Administrator replied that that would be correct <br />based on his recommendation. The Administrator pointed <br />out that there are been dramatic benefit level <br />increases between the time the City surveyed this issue <br />in 1993 and the survey just done. Benefit levels have <br />been changing in other communities so the City should <br />plan an increase in order to not fall behind again. <br />Pedersen pointed out that $15,000 was the minimum <br />required to support the $50 increase being requested. <br />Pedersen asked how the $18,000 amount was arrived at. <br />The Administrator reported that $15,000 would support a <br />$2,100 benefit level, but no additional increases. At <br />the last meeting, it appeared a goal of the Council was <br />to find the minimum City contribution amount which <br />would support some modest future increases. The <br />Administrator reported that he did some analysis of <br />those numbers and it would take $18,000 to support a <br />$25 increase in the years 1997 and 1999. The <br />Administrator felt those increases would be necessary <br />to stay competitive with other departments. <br />Scalze asked if $2,100 could not be supported without <br />the $18,000 contribution. <br />The Administrator replied that the $2,100 level can be <br />supported with the approximately $15,000 contribution. <br />3 <br />
