MINUTES <br />CITY COUNCIL <br />NOVEa1BER 22, 1995 <br />Fahey asked if the Development Guide is being <br />considered as part of the process in developing <br />architectural guidelines. <br />The City Planner replied that the Development Guide is <br />being used as a baseline. A preliminary draft of the <br />architectural guidelines will be sent to the consultant <br />group for their review. <br />Mr. Fahey introduced the following resolution and moved <br />its adoption: <br />RESOLUTION N0. 95-11-269 - POSTPONING TI-IE BOND SALE <br />SCIiEDULED FOR NOVEMBER 28, 1995 UNTIL DECEMBER 6, 1995 <br />AT 7:30 P.M. <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (5) Fahey, Scalze, Pedersen, LaValle, Morelan. <br />Nays (0). Resolution declared adopted. <br />ON-SALE & Fahey opened the public hearing to consider increasing <br />WINE the City~s On-Sale Intoxicating Liquor License and Wine <br />LIQUOR License fees. Fahey reviewed the recommendation of <br />LICENSE City staff to increase the On-Sale License fee by $500 <br />FEES per year for the next three years to a fee of $4,000 <br /> for 1998. Staff also recommended that the Wine License <br /> fee be increased by $200 per year over the next two <br /> years to $500 in the year 1997. Fahey reviewed the <br /> results of a survey of liquor license fees in Ramsey <br /> County cities which provide a basis for staff's <br /> recommendation. Fahey reported that the proposed <br /> increase is an attempt to generate more revenue for the <br /> City and maintain a level of similarity to cities <br /> surrounding Little Canada. Fahey also noted that these <br /> fees have not been raised since 1982. <br />Fahey asked if there was anyone from the general public <br />present wishing to comment on this matter. <br />Tom Cossack, Gordies, felt the increase was too much. <br />Cossack pointed out that most other businesses within <br />the City do not pay a business license fee. Cossack <br />suggested that rather than obtain the increased revenue <br />from liquor establishments, the City impose a business <br />license fee on all businesses in town. Cossack stated <br />that Gordies was a small business and could not support <br />the size increase being proposed. <br />Fahey asked if the City has a general business license. <br />The City Administrator replied that a license is not <br />5 <br />
