MINUTES <br />CITY COUNCIL <br />DECII"IBER 20, 1995 <br />at the December 18th Budget workshop meeting. Prior to <br />those revisions the net levy increase for 1996 was <br />2.83%. That increase is now 2.46%. <br />Morelan reported that he has done some research on the <br />rate of inflation, and found it to be projected at 2.9% <br />for the years 1995 and 1996. Morelan noted that the <br />Council always strives to keep the net levy increase as <br />low as possible, and for the past several years it was <br />at zero. While the Council could not keep the increase <br />at zero for 1996, it did keep it below the rate of <br />inflation. <br />LaValle noted that there is no salary increase proposed <br />for the City Administrator for 1996. LaValle suggested <br />this might be the appropriate time for the Council to <br />share ideas or comments on this matter. <br />Fahey reported that he has been thinking about a lump <br />sum payment or performance bonus for the City <br />Administrator in 1996. Fahey suggested that the <br />Council think about this issue, and that it be <br />discussed at the next Council meeting. Fahey noted <br />that in the past year the City Administrator has been <br />asked to take on many extra duties and tasks, all of <br />which he has done successfully. Fahey stated that <br />given the salary scale for the City Administrator <br />position, he was not prepared to increase that scale, <br />but felt a bonus was more appropriate. Fahey stated <br />that he will make a recommendation on this matter at <br />the next Council meeting. <br />With regard to the 10% Fund, Fahey noted that 50% of <br />the fund was allocated to the EDA for economic <br />development and $15,000 was allocated to the Fire <br />Department for purchase of a Hurst tool. The rest of <br />the funds will be held on abeyance pending resolution <br />of the old fire station renovation matter. <br />Fahey further stated that he would like to recognize <br />and thank some local charities and a local business for <br />donations recently made. Little Canada Charity Plus <br />donated $40,000 for lighting of basketball courts in <br />Pioneer Park. Canadian Days has donated $20,000 for <br />construction of a park shelter and storage in Spooner <br />Park. Finally, First Bank-Little Canada donated a <br />fire-proof file cabinet to the Historical Society. <br />Morelan further acknowledged the holiday party which <br />Canadian Days recently hosted at St. John's School. <br />Morelan stated that it was a very nice event and <br />thanked Canadian Days for sponsoring it. <br />5 <br />
