MINUTES OF THE WORKSHOP MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />APRIL 23, 2025 <br />Pursuant to due call and notice thereof aWorkshop meeting of the City Council of Little Canada, <br />Minnesota was convened on the 23rd day of April, 2025 in the Conference Room in the City Center <br />located at 515 Little Canada Road in said City. <br />Acting Mayor Dave Miller called the meeting to order at 6:00 p.m. and the following members of <br />the City Council were present at roll call: <br />ROLL CALL: In attendance were Acting Mayor Miller and City Council Members Malone and <br />Kwapick. Absent: Mayor Fischer and City Council Member Gutierrez. <br />ALSO PRESENT: Acting City Administrator Laura Linehan, Community Development Director <br />Ben Harrington, Parks & Rec Director Steve Anderson, Public Works Director Bill Dircks, Finance <br />Director Sam Magureanu and City Clerk/HR Manager Heidi Heller. Inclusion team members <br />Karen Ryan and Lisette Cole. <br />REVIEW 2025-2030 STRATEGIC PLAN <br />The Acting City Administrator stated that staff has provided a draft of the 2025-2030 strategic plan <br />progress reporting tool as the basis for the 2025-2030 Strategic Plan. She explained that following <br />review by the City Council tonight, staff will bring a final strategic plan for adoption at the May 14 <br />City Council meeting. She stated the goal of the strategic planning initiative was to establish a <br />practical vision for the community and identify the city's steps to achieve that vision. <br />The Acting City Administrator explained that the strategic plan progress reporting tool breaks each <br />strategic direction into an easy -to -use and easy -to -update Excel file with five completion status <br />categories monitored through a percentage tracking system. She noted that additional information <br />for each action item has been encompassed in order to document steps toward completion. <br />Council and staff discussed each of the four initiatives for clarification and understanding; <br />Delivering Dynamic Spaces, Creating Supportive Networks, Empowering High Performance and <br />Providing Transparent Communication. <br />was adiourned at 7:21 <br />Miller, Acting <br />City Administrator <br />Attest: <br />Heidi Heller, City 0'eik, <br />
