MINUTES OF THE REGULAR MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />MAY 149 2025 <br />Pursuant to due call and notice thereof, a regular meeting of the City Council of Little Canada, <br />Minnesota, was convened on the 14th day of May 2025 in the Council Chambers of the City Center <br />located at 515 Little Canada Road in said City. <br />Mayor Tom Fischer called the meeting to order at 7:32 p.m., and the following members of the City <br />Council were present at roll call: <br />CITY COUNCIL: Mayor Fischer, Council Members Malone, Kwapick, Gutierrez, and Miller. <br />Absent: None. <br />ALSO PRESENT: Acting City Administrator Laura Linehan, Community Development Director <br />Ben Harrington, Parks & Recreation Director Steve Anderson, and City Clerk/HR Manager Heidi <br />Heller. <br />APPROVAL OF MINUTES <br />Miller introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2025-5-68 —APPROVING THE MINUTES OF THE APRIL 23, 2025, <br />WORKSHOP, THE APRIL 23, 2025, REGULAR MEETING, AND MAY 7, 2025, SPECIAL <br />MEETINGS AS SUBMITTED <br />The foregoing resolution was duly seconded by Gutierrez. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />ANNOUNCEMENTS <br />The Acting City Administrator noted the dates of the city-wide garage sale which begins Thursday and <br />runs through Sunday. More information is available on the city website including a map of the sale <br />locations. <br />2025 POLICE WEEK PROCLAMATION <br />Mayor Fischer read the 2025 Police Week Proclamation. <br />2025 HMONG AND LAO SPECIAL GUERRILLA UNITS PROCLAMATION <br />Mayor Fischer read the 2025 Hmong and Lao. Special Guerrilla Units Proclamation. <br />Kwapick commented that this action arose from a conversation with his neighbor last fall when he had <br />a beautiful celebration blessing his home, and he had the opportunity to speak with several Hmong <br />community leaders and learn about the importance of May 15th. He recognized the Hmong and Lao <br />veterans who served alongside the armed forces in Vietnam. He commented that they have enriched <br />the community in many ways and have helped to shape the culture of Little Canada. He stated that <br />there will be a celebration this weekend at the State Capitol. He recognized a long overdue step of the <br />legislature that would recognize Hmong and Lao veterans who served in the secret units for their <br />service. <br />
