MINUTES <br />CITY COUNCIL <br />FEBRUARY 14, 1996 <br />tax-exempt status for the financing, outstanding fire <br />code issues will be corrected. <br />Morelan noted that he mentioned in 1994 that this would <br />be an opportune time to look at the installation of a <br />sprinkler system in The Provinces. Morelan pointed out <br />that there is a lot of exposure at The Provinces given <br />that there are approximately 200 units in the <br />buildings. Morelan acknowledged that installation of a <br />sprinkler system is not mandatory under the Code, <br />however, felt that the possibility should be looked at. <br />The City Administrator reported that he discussed <br />sprinkling the building with the prospective purchaser <br />a couple of weeks ago. Dominium Group's comment was <br />that from a standpoint of return on investment, the <br />expenditure was not justified. Sprinkling the building <br />would require substantial work. Dominium will comply, <br />however, with all life safety code requirements. <br />Morelan asked if residents have been surveyed to <br />determine whether or not they would pay increased rents <br />in order to get the buildings sprinkled. <br />The City Administrator did not believe this had been <br />done. <br />Fahey asked if there were any comments on this matter <br />from the general public. <br />Dick Boss, Fire Chief, reported that he has discussed <br />with the Fire Marshal the opportune time to enhance <br />fire safety by installation of a sprinkler system. The <br />Fire Chief suggested that the City should look at this <br />opportunity and pursue it. <br />Fahey pointed out when Grand Pre' was retro-fitted, it <br />did not require substantial tearing out of walls and <br />ceilings. One and sometimes two sprinkler heads were <br />installed in each unit. This gave the building <br />substantially more protection. Fahey stated that he <br />would like Dominium Group to look into the feasibility <br />of retro-fitting The Provinces. Fahey suggested that <br />action on the financing be tabled until Dominium Group <br />can look into the issue. <br />There was no one from the general public present <br />wishing to comment further on this matter. <br />3 <br />
