MINUTES <br />CITY COUNCIL <br />FEBRUARY 21~ 1996 <br />Brachman reported that at the last Council meeting it <br />is his understanding that concern has been raised over <br />the fire suppression system in The Provinces. Brachman <br />reported that in all the properties which Dominium has <br />rehabilitated, they have never been required to retro- <br />fit a complex with a sprinkler system. Brachman <br />reported that Dominium has obtained an estimate of <br />$140,000 to install a sprinkler system in The <br />Provinces. This is money that was not earmarked in the <br />budget. Dominium understands the importance of life <br />safety issues, but would like to offer a compromise. <br />Brachman suggested that annunciator horns be installed <br />in the units, as well as magnetic closures on the <br />doors, and the tying in of the fire alarm system into <br />the Fire Department. Brachman estimated that these <br />improvements would cost $43,000. <br />Fahey reported that he supported the concept of using <br />tax-exempt bonds as a tool to upgrade The Provinces. <br />However, he was concerned about life safety issues and <br />the need to find a way to work with developers to have <br />fire suppression systems installed. Fahey reported <br />that he would be agreeable to the City waiving its 1% <br />issuance fee and that money being used to offset the <br />cost of a fire suppression system. Fahey stated that <br />he was not interested in making a profit if the money <br />can be used to increase life safety. Fahey pointed out <br />that this would be an almost $40,000 contribution on <br />the part of the City toward the fire suppression <br />system. Fahey suggested that in lieu of the alarm <br />system, Dominium add the $43,000 toward the fire <br />suppression system which brings the remaining cost to <br />approximately $60,000. Fahey felt Dominium would <br />realize a pay back of this cost over the long term. <br />Brachman indicated that the $140,000 only covered the <br />cost of the fire suppression system. Brachman <br />estimated it would take another $30,000 to box in all <br />the exposed piping. Brachman felt that the system <br />needed to be covered since Dominium would have to <br />market the project and make it presentable to the <br />residents. <br />Paul Sween, Dominium, pointed out that the insurance <br />costs savings resulting from having a fire suppression <br />system are only between $1,600 and $1,700 each year. <br />Scalze asked if having a fire suppression system would <br />2 <br />
