MINUTES <br />CITY COUNCIL <br />MAY 22, 1996 <br />period of time by ordinance. <br />Fahey suggested the Council had to be satisfied such an <br />ordinance would be legally enforceable. Fahey suggested <br />staff be authorized to look into this. <br />Boss stated that as Fire Chief he believes this is <br />somethinq that must be done. <br />Duane Williams, Fire Marshal, indicated that Little <br />Canada School is now completely sprinkled. The north <br />half of Roseville Area Middle School is done, and the <br />south half will be done in 1997. Williams reported <br />there were three arson fires at RAMS last week, and the <br />principal had instructed his staff not to contact the <br />Fire Department, but to handle the situation <br />internally. Williams reported that the principal has <br />been informed it is his legal obligation to call the <br />Fire Department for all fires. <br />Williams further reported that the Comfort Bus addition <br />which was built in 1986 was never sprinkled. Comfort <br />Bus is now obtaining an estimate for this work. <br />Williams is also working with other businesses in the <br />City to assure compliance with life safety codes. <br />Williams reported that he has done a little over 100 <br />inspections since he took over as Fire Marshal. He is <br />working with some 30 businesses on compliance issues. <br />Williams estimated it takes a minimum of 2 calls at a <br />business and sometimes 3 or 4 to finalize compliance <br />issues. Williams also suggested that businesses should <br />have a fire inspection at least once every two years. <br />State Law says schools should be inspected once every <br />three years. <br />Morelan commended Williams for the good job he is doing <br />as Fire Marshal. The City Administrator agreed, and <br />indicated that Williams has made a siqnificant <br />difference in the City's fire inspection program. <br />Boss updated the Council on the Fire Department's <br />policy for responding to carbon monoxide alarms. The <br />Fire Department will respond to such an alarm if <br />directed by the Sheriff on the scene. If the Sheriff <br />determines the Fire Department is not needed to <br />ventilate and clear out the scene, NSP will be <br />contacted to come out. <br />The City Administrator noted that agenda packets <br />include the Fire Department's final 1995 Budget <br />figures. <br />5 <br />
