MINUTES <br />CITY COUNCIL <br />JUNE 10, 1996 <br />what we have here is a matter that has not been <br />discussed by elected officials because the proposal was <br />released to the press way too soon. <br />Fahey agreed there needed to be discussion of the <br />merger by elected officials, and felt such discussion <br />may result in elected officials realizinq the error of <br />shifting tax burden from St. Paul to Ramsey County <br />suburbs. <br />Morelan indicated there may be long-term benefits in a <br />merger, but in the short-term it does not appear to <br />make sense. At this point the merger appears to be <br />simply a transfer of expenses from St. Paul to County <br />suburbs. Morelan felt the best course would be to <br />delay action on the proposal until there is discussion <br />of the long-term benefits. <br />Mr. Fahey introduced the following resolution and moved <br />its adoption: <br />RESOLUTION NO. 96-6-134 - INSTRUCTING THE CITY <br />ADMINISTRATOR TO SEND A LETTER TO THE RAMSEY COUNTY <br />BOARD ADVISING THEM THE CITY OF LITTLE CANADA'S <br />POSITION IS MORE PUBLIC DISCUSSION IS NEEDED ON THE <br />ISSUE OF MERGING THE CITY OF ST. PAUL~S AND RAMSEY <br />COUNTY~S PUBLIC HEALTH DEPARTMENTS, AND AS CURRENTLY <br />PROPOSED, THE CITY OF LITTLE CANADA OPPOSES THE MERGER <br />BELIEVING SUCH A MERGER SHOULD BE AS CLOSE TO REVENUE <br />NEUTRAL AS POSSIBLE <br />The foregoing resolution was duly seconded by Morelan. <br />Ayes (5) Fahey, Morelan, Scalze, LaValle, Pedersen. <br />Nays (O). Resolution declared adopted. <br />Thomas reported that the Ramsey County League of Local <br />Governments will take up the merger proposal at their <br />June 27th meeting at the New Brighton Family Center at <br />7 P.M. Thomas urged attendance in order that Council <br />Members can hear both sides of the debate. <br />CONSENT AGENDA Mr. LaValle introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 96-6-135 - APPROVING TI-IE CONSENT AGENDA <br />WHICH CONTAINS THE FOLLOWING ITEMS: <br />*REQUESTING THAT RAMSEY COUNTY CONDUCT A TRAFFIC SPEED <br />STUDY ON CENTERVILLE ROAD, WITH THE INDICATION FROM <br />THE COUNCIL THAT TRAFFIC SPEEDS ON CENTERVILLE ROAD <br />9 <br />
