MINLJTES <br />CITY COUNCIL <br />JUI,Y 24, 1996 <br />$27,000 Tilleskjor indicated he paid for the lot, <br />brings the total valuation to $76,000 which is about <br />$10,000 less than the average. <br />Scalze pointed out the Code does not define a mechanism <br />for the applicant to prove that a house would not <br />devalue an existing neighborhood. <br />Pedersen felt that if someone purchased a lot for <br />$27,000 to build a house on, a house could not be built <br />for less than 5100,000. Pedersen pointed out the <br />valuation estimate provided by the City's Building <br />Official of $77,257 for the house, excludinq the lot. <br />Morelati stated that he did not know how much impact the <br />value pf this property would have on surrounding <br />properi:ies. Morelan indicated he would like to see a <br />statement from an independent appraiser which indicates <br />that the house will not devalue surrounding properties. <br />Fahey pointed out that at the time the ordinance was <br />amended the Council felt one option could be an <br />independent appraisal showing that a house would not <br />devalue a neighborhood. The Council put the burden of <br />proof on the applicant. <br />Pedersen pointed out that in the situation which <br />resulted in the ordinance amendment it was obvious the <br />house did not fit into the existing neighborhood. <br />Pedersen asked the size of the Godwalt house <br />foundation. <br />Kirsten Godwalt was not sure, but indicated that her <br />house had two bedrooms up and two down. <br />Kerwin Tilleskjor reported the house he is proposing to <br />move in has one bedroom and bath up. He plans to <br />completely finish the basement and will have two <br />bedrooms down with a bath. He will also add a four- <br />season porch to the house which will bring the square <br />footage to 800 square feet or more. Kerwin pointed out <br />that the City~s Building Inspector valued the house at <br />$77,000, plus $27,000 for the lot, brings the total to <br />$104,000. Tilleskjor felt this brings the value of the <br />house over many in the neighborhood. Tilleskjor <br />reported that the house is fairly new having been built <br />in 1989. Tilleskjor felt the house will not degrade <br />the neighborhood, but rather will bring it up. <br />There taas no one else from the qeneral public present <br />wishing to comment on this matter. <br />5 <br />
