MINiJTES OF THE WORKSHOP MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />SEPTII~fBER 9, 1996 <br />Pursuant to due call and notice thereof a regular <br />meeting of the City Council of the City of Little <br />Canada, Minnesota was held on the 9th day of September, <br />1996 in the Council Chambers of the City Center located <br />at 515 Little Canada Road in said City. <br />Mayor Michael I. Fahey called the meeting to order at <br />6:30 P.M. and the following members of the City Council <br />were present at roll call: <br />CITY COUNCIL: Mayor Mr. Michael I. Fahey <br />Council Member Mr. Bob Pedersen <br />Council Member Mr. Jim LaValle <br />Council Member Mr. Steve Morelan <br />Council Member Mrs. Beverly Scalze <br />ALSO PRESENT: City Admin. Mr. Joel Hanson <br />Accountant Ms. Julie Manville-Camp <br />Cable TV Prod.Mr. Greg Schroeder <br />Admin. Asst. Mrs. Kathy Glanzer <br />1997 BUDGET The City Administrator submitted to the Council a <br />WORKSHOP proposed 1997 Budget pointing out that the Budget <br />provides for a net levy increase of 3.78% This <br />increase is attributed entirely to the General Fund. <br />The gross levy is up by 3.570. Based on this increase, <br />the City's tax capacity rate would increase by 1.71%. <br />Council began its review of the Budget beginning with <br />the General Fund Revenue portion of the Budget. <br />LaValle suggested that follow-up was needed on the fact <br />that fines and forfeits revenue is decreasing. The <br />Administrator agreed and pointed out the City Attorney <br />has indicated he is spending more time on prosecution. <br />The Administrator also noted that when the Sheriff's <br />Department added the traffic car, it was thought that <br />increased £ines would offset the cost of this car. It <br />is obvious this is not occuring. <br />Morelan asked about Local Performance Aid. The <br />Administrator reported that the Legislature enacted <br />this program as a means to compare inputs, outputs, and <br />efficiencies between local government units. 1997 is <br />the first year this Aid is available, and is being <br />granted merely for participation in the program. <br />Future aid will depend upon the implementation of <br />performance measures.
