MINUTES <br />CITY COUNCIL <br />NOVEMBER 13~ 1996 <br />absorb the cost. This cost could be charged against <br />the Water and Sewer Capital Replacement Fund. The <br />Administrator noted that should a future owner of the <br />property wish to divide it, the City could re-assess <br />the property in the amount of the abated assessment, <br />plus interest. <br />Mr. Morelan introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 96-11-283 - REDUCING THE ASSESSMENT <br />AGAINST THE VERNON HANSON PROPERTY IN THE AMOUNT OF <br />$1,449.67 PLUS ACCRUED INTEREST CONTINGENT UPON THE <br />FILING OF A DEED RESTRICTION AGAINST THE PROPERTY <br />RESTRICTING THE ABILITY TO SUBDIVIDE THE PROPERTY IN <br />THE FUTURE <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (4) Morelan, LaValle, Pedersen, Fahey. <br />Nays (0). Resolution declared adopted. <br />ARCADE Fahey suggested that information on various road <br />STREET sizes as well as on-street versus off-street trails/ <br />IMPROVEMENT paths be presented at the improvement hearing on Arcade <br />Street. <br />The City Administrator reported that the City Engineer <br />is already putting this information together. The <br />Administrator reported that at the neighborhood meeting <br />when a show of hands was asked for, only three property <br />owners indicated support for a bike path. However, if <br />a bike path is part of the improvement, there was a <br />strong consensus that the path be on-street. <br />Fahey stated that given the proximity of some of the <br />houses along Arcade Street to the street, he was <br />skeptical that an off-street path was feasible. <br />Morelan asked if it were feasible to relocate the road <br />so that the impact of the entire project is centered <br />within the right-of-way. <br />Fahey asked that this information be provided at the <br />December 3rd improvement hearing. <br />ADJOURN Mr. LaValle introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 96-11-284 - ADJOURNING INTO CLOSED <br />13 <br />
