MINUTES CITY COUNCIL NOVEMBER 13~ 1996 absorb the cost. This cost could be charged against the Water and Sewer Capital Replacement Fund. The Administrator noted that should a future owner of the property wish to divide it, the City could re-assess the property in the amount of the abated assessment, plus interest. Mr. Morelan introduced the following resolution and moved its adoption: RESOLUTION NO. 96-11-283 - REDUCING THE ASSESSMENT AGAINST THE VERNON HANSON PROPERTY IN THE AMOUNT OF $1,449.67 PLUS ACCRUED INTEREST CONTINGENT UPON THE FILING OF A DEED RESTRICTION AGAINST THE PROPERTY RESTRICTING THE ABILITY TO SUBDIVIDE THE PROPERTY IN THE FUTURE The foregoing resolution was duly seconded by LaValle. Ayes (4) Morelan, LaValle, Pedersen, Fahey. Nays (0). Resolution declared adopted. ARCADE Fahey suggested that information on various road STREET sizes as well as on-street versus off-street trails/ IMPROVEMENT paths be presented at the improvement hearing on Arcade Street. The City Administrator reported that the City Engineer is already putting this information together. The Administrator reported that at the neighborhood meeting when a show of hands was asked for, only three property owners indicated support for a bike path. However, if a bike path is part of the improvement, there was a strong consensus that the path be on-street. Fahey stated that given the proximity of some of the houses along Arcade Street to the street, he was skeptical that an off-street path was feasible. Morelan asked if it were feasible to relocate the road so that the impact of the entire project is centered within the right-of-way. Fahey asked that this information be provided at the December 3rd improvement hearing.
