MINUTES <br />CITY COUNCIL <br />NOVEMBER 19~ 1996 <br />Fahey pointed out that the City can use these dollars <br />to help pay for the cost of the project since there may <br />be no additional park land the City needs to acquire. <br />Morelan pointed out that there is property to be <br />acquired along Round Lake, and there is still the issue <br />of the McNamara property to be resolved. <br />The Parks & Recreation Director indicated that the <br />Parks & Recreation Commission has not made a <br />recommendation on the issue of whether the Park Land <br />Acquisition Fund should be used for park improvements <br />such as the Spooner Park shelter. The Director also <br />indicated that the Commission is aware of the potential <br />purchase of properties on the north side of Round Lake, <br />but have not made a recommendation on the use of the <br />Park Land Acquisition Fund for these purchases. <br />Fahey pointed out that the Round Lake properties would <br />be acquired for open space. The Spooner Park shelter <br />has a more direct use from a park standpoint. Fahey <br />suggested that the City may have to bond for the cost <br />of acquiring the Round Lake properties. <br />The Director replied that the Parks & Recreation <br />Commission needs to consider these issues and make a <br />recommendation. <br />Fahey pointed out that should the City decide to go <br />forward with the Spooner Park shelter project, and it <br />is decided later that Park Land Acquisition Funds <br />should be used to assist in the cost of the project, <br />the City can always transfer dollars from this fund. <br />Fahey stated that he supported leaving dollars in the <br />CIP Budget for the park shelter. <br />The City Administrator reported that he and the <br />Building Inspector will be discussing ways to manage <br />the shelter project to reduce costs. The Administrator <br />also pointed out that there may also be additional <br />donations for this project, pointing out that the <br />Canadian Days Committee has been very generous in the <br />past and may step forward with additional dollars. The <br />Administrator also felt the architect's estimate for <br />the project seems high, when the project was originally <br />bid, the construction season was busy and prices were <br />up. <br />Morelan felt that the Budget is a planning document, <br />pointing out that each expenditure gets a lot more <br />scrutiny prior to being made.
