MINUTES <br />CITY COUNCIL <br />DECEMBER 3~ 1996 <br />ensure needed capital expenditures can be addressed as <br />well as the potential to lower taxes. <br />The Administrator presented a comparison of the City's <br />portion of property taxes for residential properties of <br />varying values assuming a 0% valuation increase. The <br />percentage change in each instance was .270. Next <br />reviewed was a comparison of the City's portion of <br />property taxes for commercial properties assuming a 0% <br />valuation increase. Again, the percentage change in <br />each instance was .27%. <br />The Administrator pointed out that should property <br />owners experience a City increase larger than .27%, it <br />means your property valuation was increased. For those <br />of you who may experience a larger total increase, two <br />options exist to minimize this impact. Those are the <br />Circuit Breaker Refund which requires the filing of <br />Form M1-PR. The second option is the Special Refund <br />for increases 12% or greater. Form M1-PR Sch.1 must be <br />filed. Property owners can contact the MN Department <br />of Revenue at 296-3781 for additional information. <br />The Administrator reviewed the allocation of City taxes <br />on a$100,000 home. 1997 tax amount would be $262.49. <br />of that amount $92.92 goes to public safety, $76.23 <br />goes to Debt Service, $36.16 goes to General <br />Government, $29.99 goes to Public Works, $14.99 goes to <br />Community Services, and $12.20 goes to Capital <br />Improvements. <br />The Administrator concluded his remarks by asking if <br />there were any questions or comments from those <br />present. <br />Dennis Carson asked if the City had to pay for <br />membership in the Cable TV Commission. The City <br />Administrator reported that there is a Joint Powers <br />Agreement between the ten member cities. Little <br />Canada's cost is between $13,000 and $14,000. These <br />funds come from the Cable TV franchise fees that the <br />City collects. <br />Carson asked the amount of dues the City pays to the <br />League of MN Cities. The Administrator estimated those <br />dues at $6,000. <br />Carson asked if the City receives any Federal funding. <br />Morelan replied that Federal funding is received <br />indirectly through grants to the Sheriff's Department. <br />The Administrator reported that Federal funding was <br />4 <br />
