MINUTES <br />CITY COUNCIL <br />JANUARY 8, 1997 <br />ordinance was the most comprehensive, and pointed out <br />that Roseville's ordinance has some interesting <br />criteria. <br />Fahey asked if the suggestion would be to regulate <br />satellite dishes as an accessory use. <br />The Administrator replied that was correct. Some of <br />the restrictions to consider would be prohibiting <br />placement in front yards, height limitations, setbacks, <br />etc. As an accessory use, satellite dishes would be <br />subject to compliance with UBC and would require a <br />building permit. <br />It was the consensus of the Council to regulate <br />satellite dishes as accessory uses, subject to FCC <br />limitations. <br />The next issue considered was the placement of towers <br />in the various zoning districts. The Council discussed <br />both commercial and non-commercial towers in <br />residential districts. Scalze did not favor allowing <br />commercial towers in residential zoning districts. <br />Pedersen pointed out that future technology may result <br />in shorter towers placed closer together. Therefore, <br />not allowing commercial towers in residential districts <br />may prevent an adequate grid system for a provider. <br />The City Planner indicated that many cities allow the <br />placement of commercial antennas on multi-family <br />buildings. The City Administrator noted that some <br />cities allow commercial antennas to be mounted on <br />churches, light poles, etc. <br />Fahey pointed out that many cities limit towers and <br />antennas in residential districts to non-commercial. <br />Fahey indicated that at this point he would prefer to <br />be more restrictive, pointing out that if technology <br />changes in the future the City always has the ability <br />to consider the issue and amend the ordinance. Fahey <br />indicated that he did not have a problem with the <br />placement of commercial antennas on apartment <br />buildings, however. <br />Scalze also indicated that she would prefer to prohibit <br />commercial towers and antennas in residential districts <br />at this time and reconsider the issue in the future if <br />the need arises. Scalze asked about the R-3 and Public <br />Districts. <br />Morelan stated that he would support allowing <br />2 <br />
