MINUTES <br />CITY COUNCIL <br />FEBRUARY 26~ 1997 <br />Kaufman reported that Montreal Courts would be HADC's <br />first family project. Their intention is to keep <br />Montreal Courts a family complex. <br />LaValle pointed out there are no handicapped units at <br />Montreal Courts at this time, and asked how many units <br />would be converted to handicapped units. <br />Kaufman replied that he was not sure at this point. <br />Kaufman reported that they have met with City staff and <br />discussed life safety issues. The result of those <br />discussions is that they are currently obtaining prices <br />for sprinkling the buildings and installing other life <br />safety improvements. <br />LaValle asked if the City would have a developer's <br />agreement to ensure that all necessary life safety <br />improvements are done. <br />The City Administrator replied that would be an option. <br />The loan documents could also incorporate conditions <br />the City and property owner mutually agree upon. <br />LaValle stated that he would like to see handicapped- <br />accessible units installed, as well as one or a portion <br />of a building designated for the elderly. <br />Kaufman replied that there are many options to <br />consider. Kaufman also stated that just because <br />someone does not make a lot of money does not mean they <br />are not a wonderful citizen. <br />Scalze reported that currently Montreal Courts screens <br />prospective tenants through the use of background <br />checks. Scalze asked what Goldmark would do over and <br />above this to help avoid problems at the complex. <br />Kaufman reported that they would review the options. <br />These may include more staffing, family activities, <br />etc. More definitive answers will be provided at a <br />later date. <br />Echtenkamp reported it is his understanding conditions <br />at the complex are better than they were two or three <br />years ago. Echtenkamp suggested the financing proposal <br />brings to the City an upgraded project. Without these <br />upgrades, there will be more problems at the complex. <br />Echtenkamp reported that Goldmark has strong <br />management. Criminal checks are done on prospective <br />tenants, and properties are strongly managed. <br />12 <br />
