MZNUTES <br />CITY COUNCIL <br />FEBRUARY 26~ 1997 <br />Ayes (4) Morelan, LaValle, Pedersen, Scalze. <br />Nays (0). Resolution declared adopted. <br />3CHULER The City Attorney reported that the Minnesota Court of <br />LITIGATION Appeals has affirmed the constitutionality of the <br />City's dog ordinance which was challenged by Bev <br />Schuler. The Attorney recommended a closed session to <br />discuss this issue relevant to subsequent activities. <br />Mr. Pedersen introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 97-2-48 - CALLING FOR A CLOSED SESSION <br />FOLLOWING THIS EVENING~S MEETING TO DISCUSS THE SCHULER <br />LITIGATION <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (4) Pedersen, LaValle, Morelan, Scalze. <br />Nays (0). Resolution declared adopted. <br />KENNEL Council reviewed the survey which staff put together <br />LICENSING comparing numbers of dogs allowed per single-family <br />dwelling as well as whether or not kennel licensing <br />exists in several other cities. It was noted that <br />Little Canada's ordinance is consistent, if not <br />somewhat liberal, in comparing with ordinances in these <br />other cities. <br />FOLLOW UP The City Administrator presented a proposed outline <br />TO DEVELOPER of the next steps in the developer selection process <br />INTERVIEW for the Rice Street/Little Canada Road area. This <br />PROCESS process includes seeking additional information from <br />the two finalists, review by the Council as well as <br />staff and consultants at an April 2nd workshop, and a <br />final interview of the developers by the Council on <br />April 23rd. The Administrator suggested that the City <br />bring in some community development people from other <br />cities to help in the review process. <br />Morelan asked if the schedule could be compressed. <br />Morelan also indicated that he would not be able to <br />attend the April 2nd workshop meeting. <br />Council suggested that staff try to determine if the <br />schedule could be compressed, and come back with a <br />recommendation at the next Council meeting. <br />Mr. Morelan introduced the following resolution and <br />moved its adoption: <br />16 <br />
