MINUTES OF' TH~ WORKSHOP MEETING <br />CITY COUNCIL <br />LITTLE CANAllA, MINNESOTA <br />Pursuant to due call 1nd notice thereof a workshop meeting of the City <br />Council of the City of Little Canada, Minnesota was held on the 2"`' day of <br />April, 1997 in the Council Chambers of the City Center ]ocated at 515 <br />Little Canada Road in said City. <br />APRIL 2,1997 <br />Mayor Michael I. Kathy Glanzer <br />DOMINIUM Mayor Fahey reported that the purpose of this evening's workshop <br />TAX CREDIT is to discuss the issues of affordable housin~ and tax credits at The <br />ISSUES Provinces. <br />Armand Brachman, Dominium, appeared before the Council. Brachman <br />reported that there have been some miscommunications and <br />misinformation between Dominium and the City. Brachman indicated that <br />he hoped to clear these up this evening. Brachman explained that <br />Dominium purchased Tl~e Provinces apartment complex a little while <br />back. The Provinces was 1n apartment complex which experienced a lack <br />of commitment in terms of upkeep and maintenance. Dominium secured <br />tax-exempt bonds to finance the purchase of the property as well as <br />generate funds to fix up the project. Over $500,000 in improvements have <br />been made on the project over last summer and this winter. New carpeting <br />and appliances have been installed, garages repaired and reroofed, as well <br />as life safety improvements wliich include enunciator horns. Brachman <br />reported that Dominium is a long-term investor, and plans to retain The <br />Provinces. <br />
