<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Mayor Fischer and Members of the City Council <br /> <br />FROM: Ben Harrington, Community Development Director <br />Eric Seaburg, P.E., City Engineer <br /> <br />DATE: May 14, 2025 <br /> <br />RE: Rice Street Sidewalk Project <br />Critical Corridors Development and Infrastructure Grant Agreement <br /> <br />ACTION TO BE CONSIDERED: <br />Motion to approve a resolution authorizing the City to enter into a Grant Agreement with <br />Ramsey County for the Ramsey County Housing and Redevelopment Critical Corridors <br />Development and Infrastructure Grant. <br /> <br />BACKGROUND: <br />Last Fall, City staff applied to the Ramsey County Housing and Redevelopment Critical <br />Corridors Development and Infrastructure Grant program to fund a sidewalk extension along the <br />east side of Rice Street from just south of Demont Avenue to County Road C. Refer to the <br />enclosed Project Location Map. <br /> <br />The project, which was originally estimated to cost $610,000, was awarded $250,000 in grant <br />funding through the program. During the development process for the RIDE Apartments, the <br />developer committed another $300,000 to this sidewalk project. Additionally, Royal Credit <br />Union located at the corner of Rice Street and County Road C, will be paying for the portion of <br />sidewalk in front of their property in accordance with their development approval. That segment <br />is estimated at $26,758. Lastly, Ramsey County Public Works has committed to funding 50% of <br />the remaining costs in accordance with their Cost Participation Policy. Therefore, the City and <br />County’s share of the project, after factoring the grant and development contributions, is <br />estimated at $16,621 each. <br /> <br />Funding Source Amount <br />RIDE Apartments $300,000 <br />Ramsey County Critical Corridors Grant $250,000 <br />Royal Credit Union $26,758 <br />Ramsey County Public Works $16,621 <br />City of Little Canada $16,621 <br />Total $610,000
