<br /> <br /> STAFF REPORT <br /> <br /> <br />TO: Mayor Fischer and Members of City Council <br /> <br />FROM: Laura Linehan, Acting City Administrator <br /> <br />DATE: May 28, 2025 <br /> <br />RE: Ramsey County Sheriff’s Office Flock Safety Cameras Project and Budget <br />Addendum <br /> <br /> <br />ACTIONS TO BE CONSIDERED: <br />City Council consideration to approve Flock Safety Cameras, and the corresponding unbudgeted <br />amount for 2025, proportional to the City of Little Canada <br /> <br />BACKGROUND: <br />Ramsey County Sheriff’s Office is requesting a budget addendum for the 2025 Contract <br />Communities budget for Flock Safety Cameras. <br /> <br />Flock Safety is: <br />• An end-to-end solution that helps to reduce crime and criminal activity as well as keep <br />communities safe through the use of license plate reader (LPR) technology. <br /> <br />• Able to record license plate data and vehicle characteristics, which can be crucial <br />information in assisting investigators in solving crimes and enabling deputies to prevent <br />future criminal activity. <br /> <br />• Secure and the data recorded is in compliance with the state data practices law. The data <br />recorded by law enforcement agencies can only be accessed as authorized by statute for <br />official use only. <br /> <br />• Already widely used across various organizations, including Anoka County, Anoka, <br />Belle Plaine, Brooklyn Center, Champlin, Maple Grove, Minnetonka, Mounds View, <br />New Hope, North Oaks, Orono, Richfield, University of Minnesota, Rogers, Roseville, <br />Woodbury, Stillwater, and the Ramsey County Sheriff’s Office. <br /> <br />Public Safety Impact <br />If funded, this addendum will help to increase safety with use of LPR technology. More <br />specifically: <br />• Cameras will be installed in select and strategic high-traffic, high-volume areas at fixed <br />locations, such as commercial areas and major entrances and exits to the Contract <br />Communities (i.e., county roads, etc.). <br /> <br />• Coverage will be available 24 hours a day with real-time alerts. Responses to crimes can <br />occur more quickly, and this accelerates investigations.
