<br /> <br /> STAFF REPORT <br /> <br /> <br />TO: Mayor Fischer and Members of City Council <br /> <br />FROM: Laura Linehan, Acting City Administrator <br />Assistant City Administrator/CR Manager <br /> <br />Heidi Heller, City Clerk/HR Manager <br /> <br />DATE: June 11, 2025 <br /> <br />RE: Approve Additional Funds for City Administrator Onboarding with <br />HueLife <br /> <br />ACTIONS TO BE CONSIDERED: <br />Staff is requesting the City Council's consideration in approving an additional unbudgeted <br />$2,000 for City Administrator onboarding services with HueLife. <br /> <br />BACKGROUND: <br />On February 12, 2025, the City Council approved a consulting services agreement with HueLife <br />for a City Administrator Executive Search following the resignation of the previous City <br />Administrator. Within the proposal, onboarding services could be requested additionally. At the <br />time of executing the agreement, the staff did not request or exercise this additional service. <br /> <br />On May 28, the City Council approved an employment agreement with Bryce Shearen to serve <br />as the city’s new administrator starting on June 30. In order to provide the best possible tools for <br />our incoming administrator, city staff reached out to Dr. Richard Fursman to obtain an overview <br />and the associated cost with an onboarding exercise. <br /> <br />ONBOARDING OVERVIEW <br />As outlined in the memo from Dr. Fursman (Attachment A) the key outcomes for a new <br />administrator onboarding include: <br />• Establishing priorities <br />• Reviewing cultural nuances <br />• Reviewing strategic plan implementation roles <br />• Verifying key strategic relationships <br />• Identifying best elected relationship & governance <br />• Clarifying performance expectations <br />• Determining organizations’ readiness for change <br />• Identifying risk factors <br /> <br />As part of this process, Dr. Fursman will develop an online survey and report, and facilitate two <br />separate meetings with leadership staff and the city council. <br />
