MINUTES <br />CITY COUNCIL <br />AUGUST 27, 1997 <br />The City Planner replied that in reviewing this matter, he could not come <br />up with an objection that the City mi~ht have in combining lots with no <br />structures, or combining lots where only one has a structure. The Planner <br />also reported that some cities do require Council review of all property <br />combinations and some do not. The only issue which might arise is the <br />effect of combinations on existing easements. In those situations, the <br />property owner can request that the City vacate the easement. <br />Fahey pointed out that the amendment would result in less expense to <br />property owners. Given that the ordinance provides for administrative <br />review of all property combinations, Fahey indicated that he would <br />assume City staffwould present any combinations to the Council for <br />review if there were any concerns with the combination. <br />There was no one present from the general public wishing to comment on <br />this matter. <br />Mr. LaValle introduced the followin~ ordinance and moved its adoption: <br />ORDINANCE N0. 462 - AN ORDINANCE AMENDING SECTION <br />1001. 060 OF THE I,ITTI.E CANADA CITY CODE, KNOWN AS THE <br />SUI3DIVI.SION ORDINANCE, I3Y PROVIDINC FOR THE <br />COMI3INATION OF CERTAlN I,OTS OF RECORD 13Y <br />ADMINISTRATIVE PERMIT <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (4) LaValle, Scalze, Fahey, Morelan. <br />Nays (0). Resolution declared adopted. <br />NORTHWEST Kay Andrews, Northwest Youth & Family Services, appeared before the <br />YOUTH & Council to present their 1998 funding request. Andrews reported that <br />FAMILY NI'FS has provided a variety of services to Little Canada for the past 21 <br />SERVICES years. About a year and a half ago NYFS purchased a building on <br />Lexington Avenue. As a result of that move, NYFS is more centrally <br />located to Little Canada. As a result the ~eneral use of these services has <br />increased. Andrews reviewed the 1996 and second quarter 1997 report <br />outlinin~ the services provided. Andrews summarized some of the new <br />pro~rams that NYFS has been providing. <br />Andrews reported that the Joint Powers Agreement that is being proposed <br />between NYFS and its participating cities has been updated from that <br />which was used in the past. Andrews reported that NYFS is requestin~ a <br />board member from each of the participating cities. Andrews pointed out <br />that the bi~gest change in the Joint Powers Agreement is the way the <br />7 <br />
