MINUTES <br />CITY COUNCIL <br />SEPTEMBER 24,1997 <br />honors a pioneer family. Donovan pointed out that the City of <br />Maplewood has been trying to get a historical society off the ground and <br />has been having difficulty doing so. The City of North St. Paul has been <br />having problems with their building. Donovan reported that the Historical <br />Society is proposing to share the City Center building via an addition to <br />the building. If for some reason the Historical Society does not continue <br />its success, the addition would be available for City use. <br />Fahey felt that the Historical Society was not trying to create a clannish <br />mentality. Fahey pointed out that history is being made just debating this <br />issue. Fahey projected that 25 years from now the Historical Society <br />would be displaying artifacts that show the history of the melting pot of <br />families that make Little Canada what it is. Fahey suggested that the issue <br />be tabled at this time pending a response from Lake Owasso on the issue <br />of upgrading existing bathrooms at the City Center to meet handicapped <br />accessibility requirements. Fahey stated that he would be com£ortable <br />voting the issue up or down after a response from Lake Owasso. <br />Scalze suggested that perhaps a small community survey should be done <br />on this issue. LaValle suggested a referendum. Scalze pointed out that a <br />referendum question must be more narrowly worded than a survey. <br />Morelan again indicated that he has discussed this issue with many people, <br />and agreed there are definitely two sides to the issue. <br />Fahey pointed out that anyone interested in the issue will be aware of it <br />and will comment to the Council. Fahey stated that he would be more <br />comfortable with the matter if the bathroom issue is resolved. <br />Pedersen pointed out that if bathrooms are not added to the addition, there <br />would be people passing through the Council Chambers to use the existing <br />restroom facilities. <br />LaValle suggested that the matter be tabled pending more information. <br />Scalze pointed out that this is not uncharted territory, and that it appears <br />every city has dealt with it. Every city surveyed that has a historical <br />society contributes either city space or property to its historical society. <br />Pedersen pointed out that the dollars involved are very different from the <br />amount being discussed this evening. Other cities have not provided <br />$300,000. <br />17 <br />
