MINUTES <br />CITY COUNCIL <br />JANUARY 14, 1998 <br />Weissner reported that the County is a subdivision of the State and must <br />carry out the mandates made by the State whether they are fully funded or <br />not. One of these mandates is juvenile out of home placement. The <br />County does not feel that the cost of these placements should be paid from <br />property tax dollars and will be approaching the Legislature on this issue. <br />Morelan asked if Shoreview was still being considered for an adult <br />detention site. Weissner replied that the County Board had decided to <br />]ook at all County-owned sites as part of the process. The Shoreview site <br />has since been eliminated as an option since it was felt a site closer to St. <br />Paul would be more economical. This is because 70% of the people bein~ <br />transported to the adult detention center come from St. Paul. <br />Morelan asked about welfare reform and the return to work program. <br />Morelan suggested that there will be a tremendous strain put on childcare <br />resources. Weissner agreed that this was a very serious issue, and pointed <br />out that it is on the County's legislature proposal. Morelan asked if there <br />was a role that a city could play in this issue. Weissner suggested that <br />anything anyone can do to try to get more child care at work sites would <br />be beneficial. The County will be encouragin~ the Legislature to try to get <br />more dollars into childcare programs. Weissner reported that the County <br />is looking at options that it can provide as an employer for its employees. <br />Morelan commented on the good relationship that the City has had with <br />the County, primarily its Public Works Department. <br />Fahey pointed out the impact commuter rail may have on Little Canada <br />and asked that any preliminary information which may exist be sent to the <br />City. Weissner agreed to send copies of the reports. <br />Fahey thanked Weissner for her informative update <br />CONSENT Mr. Morelan introduced the following resolution and moved its adoption: <br />AGENDA <br />RE,SOI.
