MINUTES <br />CITY COUNCIL <br />JANUARY 28, 1998 <br />Sundays. These signs wou]d go up by 6 P.M. on Friday evenings and be <br />taken down by 6 P.M. Sunday evenings. Ma~;nuson would be putting up <br />and takin~ down his open house si~ns daily on Mondays through <br />Thursdays. Once Allen Avenue is put through to Centerville Road, the Eli <br />Road signs wou(d be eliminated. <br />Morelan asked the purpose of the signs. Magnuson replied that the signs <br />are intended to help people find Pitrina Park Terrace. Advertisements for <br />the development contain directions, however, the si~ns attract people who <br />are driving through the area lookin~ for open houses. <br />Morelan felt this took the signs out of the directional category and made <br />them advertising signs. LaValle noted out the real estate signs put up in <br />the City. Morelan pointed out that these signs are not allowed under the <br />City's ordinance. Scalze commented that the City occasionally looks the <br />other way when of~=premise real estate signs go up. This is because these <br />signs are very temporary in nature. Masterpiece Homes is asking <br />permission to utilize off=premise signs for 1-'/z years. <br />Fahey noted that the ordinance allows off-premise signs by CUP. Morelan <br />noted that the si~ns must be directional in nature, not advertising signs. <br />Fahey stated that the signs are directional since Masterpiece Homes is <br />trying to assist people in finding Pitrina Park Terrace. Morelan felt the <br />signs were advertising since Masterpiece Homes is trying to attract drive- <br />by traffic. <br />Gordie Howe, Masterpiece Homes, reported that the Pitrina Park <br />townhomes will be in the Spring Preview. Directional si~ns are needed <br />for that purpose, therefore, it is very important that the CiJP be approved. <br />Scalze felt that Masterpiece Homes was requesting too many locations, <br />and that the si~ns were not really directional in some of the locations. <br />Morelan asked if anyone else has applied for a CLTI' of this nature, and <br />asked the purpose for having this process in the Code. <br />The City Planner reported that he could not recall any other applications of <br />this nature. The Planner stated that he was not sure this Code was written <br />to specifically address real estate signs. A more common application <br />might be to use off-premise signs to advertise an industrial park not <br />directly adjacent to an interstate. <br />Fahey asked if there was anyone from the general public wishin~ to <br />comment on this matter. <br />
