MINUTES <br />CITY COUNCIL <br />MARCH 4, 1998 <br />Scalze suggested that then the theater will go to another city because <br />redevelopment projects are tough. Fahey suggested that then the City will <br />have to scale down its expectations. <br />Scalze agreed that the City should talk to other theaters. The City <br />Administrator felt the first order ofbusiness would be to identify a site. <br />Scalze did not feel that the site possibilities had to be limited. Morelan <br />stated that he felt Site A was preferable. <br />Scalze felt that the City should present the possibilities to developers. <br />Pedersen pointed out that the redevelopment project is competing against <br />cornfields. <br />Fahey pointed out that Cinemark wants the City to commit to assembling a <br />17-acre site, and that Cinemark wants to control the redevelopment in <br />order to assure there are quality tenants in the area. <br />Pedersen pointed out that any developer can go to an expanding <br />community with a similar project. The purpose of buying the land down is <br />so this project will start on an even basis with a cornfields. The more <br />restrictions the City starts placing on the project, the more likely the <br />developer is to go to a cornfield. Therefore, Pedersen cautioned the <br />Council;to be careful about making statements to existing business owners <br />about what the City will do for them. The City will either have to bite the <br />bullet and do the redevelopment project, or will have to let redevelopment <br />go as it will. Pedersen felt that without relocation, the redevelopment <br />project will not happen. <br />Boss suggested that the City needs a developer in here that wants to be <br />here. Boss again stated that Tierney's is warm to the redevelopment <br />project. <br />Fahey stated that he did not see a separate building or pad for Tierney's, <br />but rathe~ saw them as tenants in an attractive new development project. <br />Fahey stated that the City will not pay in inflated price for any properties. <br />If an existing business wants to stay in Little Canada, the City will work <br />with that business. Demand must be reasonable, and there is room to <br />make it work. However, if the theater balks at the City's demands to work <br />with existing businesses, and proposes to displace existing Little Canada <br />business, then the deal would not feel right to him. <br />Scalze asked if the point is not to change anything, then why is the City <br />doin~ anything at all. Scalze noted that the theater will want to control the <br />redevelopment. <br />12 <br />
