MINUTES <br />CITY COUNCIL <br />APRIL 8, 1998 <br />The City Administrator pointed out that the City does not get to set speed <br />limits. The City can request the County to study a particular stretch of <br />roadway. That request is forwarded to MN DOT, who conducts the study. <br />The State considers the design of the road, traffic patterns, surrounding <br />property uses, etc. in estaUlishing the speed limit. Stop sign placement <br />would be an issue decided by the County. <br />Lisa Daly, Arcade Street resident, reported that she runs on Keller <br />Parkway and Little Canada Ro1d and has almost gotten hit twice by <br />speeders. Daly felt that the speed limiY should be lowered rather than <br />increased. <br />Lt. Daly, Ramsey County Sheriff's Department and Little Canada resident, <br />agreed thlt the City does not have consistent speed limits on every street <br />nor would we wlnt to. Daly pointed out that 40-mph speed limits on side <br />streets would not be appropriate. Speed limits are set through the analysis <br />of a traffic engineer. The posted speed limits are then enforced by the <br />Sheriff's Department. Daly suggested that the City consider the church, <br />school, day care center, and pedestrian crosswalk in its discussion of the <br />Little Canada Road speed ]imit. <br />Fahey stated that personally he does not feel the speed limit on Little <br />Canada Road east of the freeway should be increased. Fahey suggested <br />that perhaps the speed limit west of the freeway should be decreased to 30 <br />inpl~. Fahey indicated that it was irrelevant to him what the speed limit <br />was in the neighboring cities. <br />Morelan agreed it may be interesting to find out why speed limits vary <br />between cities; however, there are different physical condiYions in each of <br />these cities. Morelan stated that given the existence of the church, day <br />care center 1nd school in tl~e area, it makes sense that the speed limit <br />should be 30 mph. <br />There was no one fi-om the Council who expressed interest in pursuing this <br />issue further. <br />ADJOURN Mr. LaValle introduced the following resolution and moved its adoption: <br />RESOI, UTION NO. 98-4-87 - ADJO URNING <br />The foregoing resolution was duly seconded by Morelan. <br />Ayes (5) L1Valle, Morelan, Scalze, Pedersen, Fahey. <br />Nays (0).
