MINUTES <br />CITY COUNCIL <br />APRIL 22, 1998 <br />street as is. I<immes pointed out thlt Paul Heuer has indicated that the 18- <br />foot street width would be adequate for the additional traff'ic the new <br />homes would generate. Kimmes stated that if the Council ~ives him <br />direction to pursue other avenues, he will do so. However, he wanted to <br />work with the new City Engineer and felt an additional 30 days would <br />allow him this opportunity. <br />Morelan suggested that while Paul Heuer's report says that retaining the <br />18-foot width would be consistent with the Council's previous action, <br />Morelan indicated that it would be inappropriately consisYent. Morelan <br />suggested that Mr. Kimmes come back with a plat that meets all the <br />minimum requirements of the Subdivision Ordinance. <br />Scalze questioned I<immes' statemenY tl~at he would be adding four lots to <br />Gilanderi Lane, when tl~e plat indicated five lots. Kimmes pointed out that <br />one of the houses would be lccessed via County Road B-2 while the other <br />four would have access via Gilanderi Lane. <br />Scalze pointed ouY that when Gilanderi Lane was reconstructed in 1995, <br />Mr. Smith, then owner of the property, and the other property owners in <br />the area agreed to a water and street system that would service the area. <br />The City agreed with the nei~hborliood on the minimal streeY system that <br />was improved. However, had the City thou~ht additional lots would be <br />developed on the Smith property, the City may have required that <br />Gilanderi Lane meet minimum street standards. <br />Fahey asked the consequences of tabling action on this matter. The City <br />Attorney stlted that he would have to check the 60-day statute. One <br />option would be for the City to continue the public hearing. <br />Fahey asked if there was anyone fi~om the general public wishing to <br />comme~~t on this matter. <br />John Grabrick, Greenbrier Circle, reported that the biggest concern is the <br />drainage. Grabrick pointed out that the City Engiueer has indicated that <br />the run-off fi~om this prope~ty cannot be increased. There is currently a <br />hu~e hole on one of the ]ots. Grabrick reported that there are already <br />drainage problems in the area, and felt that the addition of five houses <br />would intensify those problems. Grabrick also reported that there is a <br />property line dispute between Mr. Farley, owner of 777 East Viking Drive, <br />and Mr. I{immes. Grabrick felt that the drainage and property line issues <br />needed to be resolved before the Counci] acts on a preliminary plat. <br />Grabrick pointed out Mr. Kimmes' comments that the development must <br />work financially, and Grabrick indicated that it must work financially for <br />him as wel] relative to the impact of the drainage. <br />
