MINUTES <br />CITY COUNCIL <br />APRIL 22, 1998 <br />previously existed. Fahey felt it would be bad policy to expand the non- <br />conformity for this plat. <br />Scalze pointed out that the northern portion of Gilanderi Lane does meet <br />City standards as it is 24-feet wide. That is why the Council felt <br />development of the Smith propeity as three ]ots was acceptable since these <br />lots would be accessed from the portion of Gilanderi Lane which met City <br />standards. <br />Morelan pointed out that Mr. Smith was not interested in developing more <br />than three lots. If he had been, the City would have required the road be <br />widened. <br />Fahey pointed out had more than three lots been proposed, there would <br />have been neighborhood opposition, and the property owners would not <br />have granted the elsements which were necessary for the road <br />improvement. <br />Scalze pointed out that there were reasons that the Council agreed to a <br />number of things as part of the road improvement in 1995, and the reason <br />for the substandard road system was that this was an older, developed <br />neighborhood and the City had an opportunity to make an existing <br />situation better. <br />Fahey suggested that the Council can consider action on the plat in 30 <br />days 1s requested by Mr. I<immes, but pointed out that it does not appear <br />there are the votes to support five lots at this point. <br />I{immes stated that he would appreciate if the Council would table action <br />on the plat for 30 days to give him an opportunity to work with the new <br />City Engineer on this matter. <br />Morelan asked if other cities had a separate residential zoning district that <br />incorporates larger lots. The City Planner replied that they do, and <br />Morelai~ sug~ested this may be a way to address concerns raised by the <br />neighborhood about preserving the characteristics of the area. <br />The City Administrator suggested that rather than continuing action on <br />this matter for 30 days, it is continued until the second regular Council <br />meeting in May. <br />Mr. Morelan introduced the followin~ resolution and moved its adoption: <br />RES07, UTION NO. 98-4-89 - CONTINUINCi ACTION ON THE <br />GII.ANDERI PREI.IMINARY PI AT UNTI7_ THE MAY 27, 1998 <br />6 <br />
